# The National Energy Administration issued the "2025 Energy Work Guidance Opinion"

The National Energy Administration issued the "Guiding Opinions on Energy Work for 2025," proposing the main goals for energy work by 2025: In terms of supply security capability, the total national energy production will steadily increase. Coal production will remain stable and increase, crude oil output will maintain above 200 million tons, natural gas production will continue to grow rapidly, and oil and gas reserve scale will continue to increase. The total installed capacity of power generation nationwide will reach over 3.6 billion kilowatts, with an additional installed capacity of new energy power generation exceeding 200 million kilowatts, and power generation will reach approximately 10.6 trillion kilowatt-hours, with cross-provincial and cross-regional transmission capacity continuously improving. In terms of green and low-carbon transformation, the proportion of installed capacity of non-fossil energy power generation will increase to around 60%, and the share of non-fossil energy in total energy consumption will rise to about 20%. New progress will be made in renewable energy substitution in key areas such as industry, transportation, and construction. Policies and measures for the consumption and regulation of new energy will be further improved, and the policy mechanism for green and low-carbon development will be further refined. In terms of development quality and efficiency, the average coal consumption for power generation of thermal power units will remain at a reasonable level. The utilization rates of wind power and photovoltaic power generation will maintain reasonable levels, and the comprehensive benefits of photovoltaic sand control and other measures will become more significant. Large coal mines will basically achieve intelligence. A unified national electricity market system will be initially established, and resource allocation will be further optimized
