# The National Energy Administration issued the "2025 Energy Work Guidance Opinions": An additional new energy power generation installed capacity of over 200 million kilowatts

According to the Zhitong Finance APP, on February 27, the National Energy Administration issued a notice on the "Guiding Opinions on Energy Work for 2025." The "Guiding Opinions" proposed the main goals for energy work in 2025: in terms of supply security capability, the total national energy production will steadily increase. Coal production will remain stable and increase, crude oil production will maintain above 200 million tons, natural gas production will continue to grow rapidly, and oil and gas reserve scale will continue to increase. The total installed power generation capacity nationwide will reach over 3.6 billion kilowatts, with an additional new energy power generation installed capacity of over 200 million kilowatts, and power generation will reach about 10.6 trillion kilowatt-hours, with continuous improvement in inter-provincial and inter-regional transmission capacity.

**Guiding Opinions on Energy Work for 2025**

2025 is the concluding year of the "14th Five-Year Plan," and it is of great significance to carry out energy work throughout the year. In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, to support the sustained recovery and improvement of our economy with high-quality energy development and high-level safety, and to meet the growing energy needs of the people for a better life, this opinion is formulated.

**I. Overall Requirements**

**(1) Guiding Ideology**

Adhere to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology, fully implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, maintain the general tone of seeking progress while ensuring stability, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, practice the new energy security strategy with higher standards, accelerate the planning and construction of a new energy system, continuously enhance energy security assurance capabilities, actively and steadily promote the green and low-carbon transformation of energy, rely on reform and innovation to cultivate new momentum for energy development, pragmatically advance international energy cooperation, and achieve high-quality completion of the goals and tasks of the "14th Five-Year Plan," laying a solid foundation for a good start to the "15th Five-Year Plan" and strongly supporting the construction of Chinese-style modernization.

**(2) Basic Principles** First, adhere to bottom-line thinking and continuously enhance energy security assurance capabilities. Leverage the role of fossil energy as a safety net, strengthen the safe, reliable, and orderly replacement of non-fossil energy, improve system adjustment capabilities, maintain reasonable elasticity and appropriate reserves in domestic energy production, enforce energy security production responsibilities, strengthen the guarantee of overseas energy resource supply, and uphold the bottom line of energy security.

Second, adhere to green and low-carbon principles, and continuously promote the adjustment and optimization of the energy structure. Prioritize ecology and green development, and collaboratively promote carbon reduction, pollution reduction, and green growth. Vigorously develop renewable energy, coordinate the local consumption and external delivery of new energy, strengthen the clean and efficient development and utilization of fossil energy, actively promote energy conservation and carbon reduction on the consumption side, accelerate the transformation of energy consumption methods, and increase the proportion of non-fossil energy consumption.

Third, adhere to deepening reforms and continuously stimulate the vitality and momentum of energy development. Maintain a problem-oriented and goal-oriented approach, place the deepening of energy system and mechanism reforms in a more prominent position, vigorously eliminate institutional and mechanism barriers that restrict high-quality energy development, continuously transform institutional advantages into inexhaustible momentum for energy development, and persistently promote high-quality energy development.

Fourth, adhere to innovation-driven leadership and continuously cultivate and develop new technologies, new industries, and new models in the energy sector. Uphold the strategy of technological self-reliance and innovation-driven development, strengthen short-board supplementation and long-board enhancement, accelerate breakthroughs and pilot applications of key core technologies and equipment in energy, develop new quality productive forces in energy according to local conditions, and actively apply digital and green technologies to promote the construction of a modern energy industry system.

**(3) Main Goals**

Supply assurance capabilities continue to strengthen. The total energy production nationwide steadily increases. Coal production remains stable and increases, crude oil production stays above 200 million tons, natural gas production maintains rapid growth, and oil and gas reserve scales continue to increase. The total installed capacity of power generation nationwide reaches over 3.6 billion kilowatts, with an additional installed capacity of new energy power generation exceeding 200 million kilowatts, and power generation reaches approximately 10.6 trillion kilowatt-hours, with cross-provincial and cross-regional transmission capacity continuously improving.

The green and low-carbon transition continues to deepen. The proportion of installed capacity for non-fossil energy power generation increases to around 60%, and the share of non-fossil energy in total energy consumption rises to about 20%. New progress is made in renewable energy substitution in key sectors such as industry, transportation, and construction. Policies and measures for the consumption and regulation of new energy are further improved, and the policy mechanism for green and low-carbon development is further refined.

The quality and efficiency of development steadily improve. The average coal consumption for power generation in thermal power units remains at a reasonable level. The utilization rates of wind and photovoltaic power generation maintain reasonable levels, with more significant comprehensive benefits from photovoltaic sand control and other initiatives. Large coal mines basically achieve intelligent operations. A unified national electricity market system is initially established, and resource allocation is further optimized.

**II. Vigorously Enhance Energy Security Assurance Capabilities**

Consolidate the foundation for energy security assurance. Strengthen the overall planning and management of coal mining areas, enhance the intensive and large-scale development level of mining areas, strengthen the "one account" management of coal mine capacity, and improve the precision and effectiveness of coal production capacity regulation. Promote the construction of coal supply assurance bases, orderly approve a batch of large modern coal mines, accelerate the construction of approved coal mine projects, and continuously advance coal production capacity reserve work. Strengthen oil and gas exploration and development, achieve new breakthroughs in improving recovery rates in old oil fields, large-scale production in deep earth and deep water, and increasing unconventional oil and gas production, accelerate the construction of national-level shale oil demonstration zones in Daqing and Shengli, continuously enhance oil and gas reserve capabilities, promote the construction of gas storage projects such as Daqing Shengping and Changqing Leilong Bay, and advance major projects for coal-to-oil and coal-to-gas Implement a list management mechanism, strengthen the construction of supportive and regulatory power sources that have been included in the regulations, and introduce management work methods.

Strengthen the energy factor guarantee of major economic provinces, better leverage the advantages of energy resource-rich provinces, promote the completion and operation of ultra-high voltage projects such as Jinshang-Hubei and Longdong-Shandong, accelerate the construction of ultra-high voltage direct current projects such as Shaanxi-Anhui and Gansu-Zhejiang, as well as ultra-high voltage alternating current projects like Aba-Chengdu East, and promptly carry out preliminary work on key ultra-high voltage transmission, direct current back-to-back projects, and inter-provincial alternating current mutual assistance projects. Advance the construction of natural gas trunk pipeline projects such as the second line of Sichuan gas eastward and Hulin-Changchun-Shijiazhuang.

Strengthen major risk control for energy security. Promote the revision and formulation of the "National Electric Power Emergency Rescue Team Mobilization Measures" and "Emergency Plan Management Measures for Power Enterprises." Strengthen monitoring of coal supply guarantees, improve the electricity supply and demand balance early warning mechanism, develop supply guarantee plans tailored to each province, and enhance disaster relief efforts during extreme weather. Promote the standardized allocation of emergency power sources for important electricity users and advance the construction of national-level electric power emergency bases and research centers. Enhance the monitoring of cybersecurity risks for key energy information infrastructure networks, organize practical network drills, and steadily promote the large-scale application of Beidou in the energy sector. Strengthen data security management in the energy industry.

**III. Actively and steadily promote the green and low-carbon transformation of energy**

Maintain a good development trend of non-fossil energy. Actively promote the construction of the second and third batches of large-scale wind and photovoltaic bases in "Shagehuang" and the integrated water-wind-solar bases in major river basins, scientifically plan the layout scheme for the "14th Five-Year Plan" and "Shagehuang" new energy mega-bases, steadily advance major hydropower project construction, actively promote the development and construction of offshore wind power projects, increase efforts in photovoltaic desertification control and solar thermal project construction, promote pumped storage capacity to exceed 62 million kilowatts, approve a batch of mature coastal nuclear power projects, and promote comprehensive utilization of nuclear energy according to local conditions. Conduct in-depth research on high-quality development ideas for the photovoltaic industry and ensure the implementation of pilot work for wind and photovoltaic resource surveys. Establish a monitoring mechanism for the development and utilization of non-fossil energy.

Coordinate the advancement of the new power system construction. Promote the effective implementation of the nine major actions of the new power system, strengthen the effective connection between the construction of the new power system and the "two heavy" and "two new" policies, deepen research on key issues such as electricity supply capacity construction ideas and measures, and coordinate the development and consumption system construction of new energy. Solidify the foundation for power system stability and ensure the design of the national power system. Strengthen the planning coordination and construction scheme formulation for regulation capabilities, improve the resource calling methods for regulation, and enhance the supervision of resource calling for regulation. Promote the high-quality development of distribution networks, improve the construction and renovation of distribution networks, establish and improve the evaluation system for distribution network development indicators, and strengthen the supply shortfall. **IV. Deepen the Promotion of Energy Reform and Legal Construction**

Continuously improve the energy system and mechanism. Improve the coordination and connection mechanism for the exploration, production, supply, storage, and sales of energy resources, continuously deepen the reform of the oil and gas pipeline network mechanism, and optimize the construction and operation mechanism of the pipeline network. Deepen the construction of a unified national electricity market. Strengthen multi-level market coordination at the national, regional/provincial levels. Continuously improve the design of key mechanisms, further improve the "1+N" basic rule system of the electricity market, promote the continuous operation of the medium and long-term electricity market, improve the auxiliary service market mechanism, and achieve basic coverage of provincial electricity spot markets. Achieve trial operation of long-cycle settlement in the southern regional electricity market, further expand the trading scale of the Yangtze River Delta electricity market, and steadily promote the construction of the Beijing-Tianjin-Hebei electricity market. Promote market-oriented transactions across provinces and regions, advance the standardization of provincial markets, and formulate guidelines for the construction of electricity spot markets.

Continuously improve the energy legal system. Organize and improve the supporting regulations, rules, and important policy documents for the implementation of the Energy Law. Accelerate the revision and formulation of laws such as the Electricity Law, Renewable Energy Law, Coal Law, and regulations for emergency handling and investigation of electricity safety accidents, and promote the formulation of the "Petroleum Reserve Regulations." Strengthen legislative research on energy regulation and carry out the drafting of supporting regulations. Jointly compile and issue interpretations of the Energy Law with the Legislative Affairs Commission of the National People's Congress, providing detailed explanations of the legislative spirit, key systems, and implementation mechanisms of the Energy Law, conduct training on the Energy Law, and improve the level of law-based administration.

**V. Accelerate the Promotion of Energy Technology Self-Reliance and Strength**

Continuously improve the energy technology innovation system. Complete the new round of assessment and evaluation of existing innovation platforms and conduct mid-term evaluations of the "race for excellence" innovation platforms. Continuously improve policies for the high-quality development of energy equipment, enhancing the self-controllable capability of the energy equipment industry chain. Issue the annual project guide for the energy industry standard plan, increase support for key standard projects in areas such as cultivating new productive forces in energy, promoting green and low-carbon transformation, supporting deepening reforms, and ensuring energy security, strengthen the supply of standards in fields such as energy digitalization, new power systems, new energy storage, hydrogen energy, and green liquid fuels, and research and layout a number of standard committees in emerging fields.

Strengthen the tackling of key core technologies in energy. Increase efforts in major technological breakthroughs for new energy development, promote high-quality advancement of major national science and technology projects in smart grids, coal, oil and gas, and four key special projects of national key R&D plans in the energy field, and promptly establish and improve the organizational management system for major national science and technology projects, formulate annual project guidelines, and strengthen project supervision and management Strengthen the innovation and forward-looking layout of new energy storage technologies, especially long-duration energy storage technology. Explore new integrated development models for large-scale wind and photovoltaic bases and related industries, steadily develop the renewable energy hydrogen production and sustainable fuel industry, promote the pilot application of fuel cell vehicles, orderly advance the construction of a national hydrogen energy information platform, and cautiously explore the pilot application of hydrogen pipeline transportation projects, promoting localities to establish and improve hydrogen energy management mechanisms. Deepen research on key issues related to the innovation of new energy storage technologies and industrial development, and strengthen the tracking of new energy storage pilot projects.
