In recent years, a new group of workers has emerged, including delivery personnel and ride-hailing drivers, and this segment is continuously expanding. How are the rights and interests of these new employment forms being protected during the 14th Five-Year Plan period? On September 26, during a series of themed press conferences on "Successfully Completing the 14th Five-Year Plan" held by the State Council Information Office, Li Zhong, Deputy Minister of the Ministry of Human Resources and Social Security, answered this question by stating that the pilot program for occupational injury protection for new employment forms has expanded to 17 provinces. "We have innovatively launched occupational injury protection to provide a 'safety belt' for new employment form workers," Li Zhong said. For new employment form workers, especially delivery riders and ride-hailing drivers, occupational injury protection is one of their primary concerns. Starting in 2022, pilot programs for occupational injury protection have been launched in seven provinces: Beijing, Shanghai, Jiangsu, Guangdong, Hainan, Chongqing, and Sichuan, covering four industries: transportation, delivery, instant delivery, and urban freight. Seven platform companies, including CaoCao Mobility, Meituan, Ele.me, Dada, Flash Delivery, Lalamove, and GOGOX, have achieved good results. In terms of system design, a different approach from traditional work injury insurance has been adopted, not requiring a labor relationship as a prerequisite for insurance. The focus is on the order as the "key point," using innovative methods such as daily insurance and order-based billing to effectively safeguard the rights and interests of these groups. "In July of this year, based on the experience from the seven-province pilot, we are gradually expanding the occupational injury protection pilot program from three dimensions: expanding provinces, adding enterprises, and broadening industries. The pilot scope has now expanded to 17 provinces, and we have also included larger platform companies such as DiDi, SF Express, DiDi Freight, and Manbang in the pilot," Li Zhong said. Currently, over 20 million new employment form workers have paid for insurance in the pilot areas, achieving comprehensive coverage within the system
