The explosive growth in electricity demand from AI data centers is driving the largest expansion cycle of the U.S. power grid infrastructure in decades.
According to a report by The Information on March 2 local time, in recent months, grid operators in Texas, the Mid-Atlantic, and the Midwest have successively promoted transmission expansion plans totaling up to $75 billion, with related projects approved by regulatory agencies. At the core is the construction of a number of ultra-high voltage AC lines operating at voltages of up to 765 kilovolts, which is currently the highest operating voltage level in the United States. These &#34;power highways&#34; can transmit up to six times the capacity of traditional 345 kilovolt lines, becoming one of the few viable paths to accommodate gigawatt-level data centers in high-load grids.
This wave of construction will increase the total mileage of the U.S. 765 kilovolt ultra-high voltage lines from the current approximately 2,000 miles to 10,000 miles, a fourfold increase. In this expansion wave, the direct beneficiaries are a few specialized suppliers in the upstream of the industrial chain that possess ultra-high voltage transmission engineering construction capabilities and core equipment manufacturing capabilities.
<h2>$75 Billion: Three Regional Grids Advancing in Parallel</h2>
This unprecedented wave of ultra-high voltage transmission investment is primarily driven by three major regional grid operators, whose expansion plans have been approved by relevant regulatory agencies.
In February of this year, PJM Interconnection, the grid operator covering the Mid-Atlantic region, was the first to pass a $11.8 billion high-voltage line construction plan. This project will traverse Pennsylvania, West Virginia, Virginia, and Maryland, with a significant amount of 765 kilovolt transmission lines. Almost simultaneously, the Texas grid operator, the Electric Reliability Council of Texas (ERCOT), approved two investment plans totaling $33 billion, which will cover the eastern and western parts of the state, respectively.
In the Midwest, the Southwest Power Pool and the Midcontinent Independent System Operator are each advancing expansion projects totaling over $30 billion. The planned 765 kilovolt backbone lines will extend from Oklahoma to New Mexico and from South Dakota to the Great Lakes region.
The Information reports that Texas is also brewing a third ultra-high voltage grid plan. This plan will cover the state's narrow Panhandle region and aims to meet the potential electricity demand of over 25 gigawatts from data centers in North Texas.
Brian Janas, former Vice President of Energy at Microsoft and now engaged in data center site consulting, likened ultra-high voltage transmission lines to the &#34;interstate highways&#34; of the grid system. He stated:

“Just as interstate highways make bulk freight transportation possible, the grid also needs high-voltage backbone lines. If you want to expand electricity demand, you must expand the high-voltage transmission network.”

<h2>Texas &#34;Panhandle Plan&#34;: A New High Ground for AI Data Centers</h2>
Texas's ambition for ultra-high voltage power grid expansion is particularly prominent.
According to The Information, American Electric Power (AEP) has recently officially submitted the &#34;Panhandle Plan&#34; to the Electric Reliability Council of Texas (ERCOT). The plan proposes an investment of approximately $10 billion to create an &#34;AI power corridor&#34; in the northern Texas region, which is rich in wind and sunlight, specifically designed to serve gigawatt-level data centers. AEP owns and operates about 90% of the existing 765 kV network assets in the United States.
It is noteworthy that infrastructure developer Lancium has been promoting a similar concept, and its related projects have been included in AEP's proposal. Lancium is currently building power infrastructure for Oracle and OpenAI's campus in Abilene, Texas. A consulting study commissioned by the company estimates that if the transmission network operates at full capacity, it could theoretically support data center loads of up to 24 gigawatts. The study also points out that as long as data centers bear their share of construction costs, this efficient transmission model could actually lower electricity prices for ordinary Texas residents.
Lancium CEO Michael McNamara stated at an industry forum last September that if sufficient generation and transmission facilities are built and interconnected correctly, a single location could accommodate a data center load of 6 gigawatts. He said:

&#34;That's equivalent to the electricity consumption of two cities the size of Austin. This is the future we envision and the direction we have been building towards.&#34;

<h2>A Few Suppliers Reap Construction Benefits</h2>
The high concentration of the ultra-high voltage transmission industry chain has created significant competitive barriers, with a few specialized builders and equipment manufacturers becoming the core beneficiaries of this investment wave.
On the engineering construction side, the publicly traded grid giant Quanta Services has almost undertaken all of American Electric Power's (AEP) existing 765 kV network. With the launch of this expansion wave, the two companies have established new strategic partnerships and have been commissioned to construct multiple ongoing lines.
The scarcity on the equipment supply side is even more pronounced. Currently, the only company in the United States capable of producing 765 kV transformers is the Hyosung HICO plant located in Memphis, Tennessee. Last month, the plant secured a $541 million equipment order and simultaneously initiated a $208 million capacity expansion. Once the expansion is completed, the number of employees at the Memphis plant will nearly double to over 800. Nevertheless, the capacity gap remains evident. Jason Neill, head of HICO USA, admitted:

</blockquote>
Another high-voltage equipment giant, Hitachi Energy, is also accelerating its expansion, investing over $1 billion to expand its manufacturing base in the United States. The company's high-voltage switchgear factory located in the suburbs of Pittsburgh focuses on producing highly customized circuit breakers. Due to the extremely high technical barriers and the scarcity of skilled labor, the annual output of this factory is only a few thousand units
<h2>New Clean Energy Agreement: Tech Giants Commit to Covering Power Costs</h2>
In the broader AI power layout, tech companies are also actively promoting access to clean energy.
Tech giants are engaging in more sophisticated institutional designs for clean energy access. According to The Information, Google has reached an innovative agreement with Xcel Energy to introduce the long-duration energy storage system from startup Form Energy into the grid through a new rate structure called the &#34;clean energy accelerator charge.&#34;
The core of this mechanism is cost isolation: it allows energy storage projects to be implemented while ensuring that ordinary users' electricity bills are not affected. At the same time, the agreement includes an innovative subsidy aimed at distributing storage batteries to commercial and industrial users who urgently need capacity support from the grid. This deal could bring up to $1 billion in revenue for Form Energy.
Meanwhile, the tech industry is trying to respond to concerns about AI's electricity consumption driving up residential electricity prices from a policy perspective. Reports indicate that several leading tech companies plan to jointly announce an agreement at the White House this Wednesday, with the core commitment being that ordinary consumers will not bear higher electricity costs due to the increased power demand from data centers. This stance largely serves as a formal confirmation and collective endorsement of the previous individual commitments made by these companies to &#34;cover the costs of AI infrastructure.&#34;
