On March 3rd, the Board of Directors of Bank of China resolved to appoint Huang Xueling as the Vice President of the bank;

after the regulatory procedures are finalized, she will officially become fresh blood in the management of this state-owned bank.

This personnel change not only means that the executive team of the state-owned bank adds another "post-75" talent but also allows Bank of China to soon adopt a management structure of "one president and five vice presidents."

Born in 1977, Huang Xueling is currently 49 years old and holds a master's degree in economics from Peking University.

It is not difficult to see from her resume that Huang Xueling is a seasoned "Huijin veteran," with long-term in-depth experience within the Central Huijin Investment Co., Ltd. system.

Before officially joining Bank of China in 2026, her career trajectory was almost closely linked to the investment and equity management business of Central Huijin:

From 2020 to 2025, Huang Xueling served as the Director of the Capital Operations Department of Central Huijin and concurrently held the positions of Chairman and General Manager of Central Huijin Asset Management Co., Ltd., a core position that required her to have a strong grasp of macro capital markets and the operation of large-scale assets;

Subsequently, from July 2025 to February 2026, she transferred to serve as the Director of the Second Equity Management Department of Central Huijin.

As an institution representing the state in exercising investor rights and fulfilling investor obligations towards key financial enterprises, Central Huijin plays a key role in corporate governance as an important shareholder of state-owned banks;

Huang Xueling has long been responsible for equity management and capital operations within the Huijin system, which may provide her with a top-down profound understanding of the operational logic, risk management, and capital constraints of large commercial banks.

The market generally expects her to bring this deep "national team" investment and management experience to Bank of China, which will help further optimize the bank's asset-liability structure and play a unique role in capital operations and business synergy.

With Huang Xueling's addition, the executive structure of Bank of China has gradually become more robust, and the current management team shows a strong trend of professionalism and youthfulness.

Once Huang Xueling's qualifications as Vice President are officially approved, Bank of China will form a management structure led by President Zhang Hui, with Vice Presidents Cai Zhao, Wu Jian, Yang Jun, Liu Chenggang, and Huang Xueling working collaboratively in a "one president and five vice presidents" management pattern.

In the current macroeconomic environment, the banking industry is facing multiple challenges such as narrowing interest margins, pressure on asset quality, and increasing compliance requirements. Recent standardized requirements from regulatory authorities for the compliance governance structure of financial institutions are also forcing major banks to accelerate the improvement of their management systems.

Against this backdrop, the intensive complementing and professional arrangement of Bank of China's management team is clearly aimed at better responding to the complex internal and external operating environment. A newly appointed vice president with rich experience in capital operations on a national-level platform will undoubtedly provide Bank of China with a more forward-looking perspective and execution capability in the upcoming strategic implementation.

The market will continue to closely monitor Huang Xueling's specific responsibilities after her appointment and what new operational outlook Bank of China will present under the leadership of the new executive team
