# Big Insider Buying Puts These 2 Stocks on the Radar

Every investor is looking for opportunities, but finding promising stocks and deciding when to buy is rarely a simple task. Successful investing often depends on separating temporary market moves from businesses that offer meaningful long-term value.

One method many investors use is tracking corporate insiders. Senior executives and board members understand their companies better than almost anyone else because they oversee strategy, financial performance, and day-to-day operations. Although insider trading laws prohibit using material nonpublic information, these individuals can legally buy and sell their own companies' shares under strict disclosure requirements, allowing the public to monitor their transactions.

The key point to remember when following insiders is an asymmetry: executives sell shares for many reasons, including diversification, tax planning, or personal financial needs. Purchases, however, are usually made because they believe the stock offers attractive value and has the potential to appreciate over time. That is why insider buying is often viewed as one of the more meaningful indicators available, especially when those purchases run into the millions of dollars.

With that in mind, we turned to the TipRanks Insiders' Hot Stocks tool to find two stocks that recently saw big insider purchases. Let's examine those transactions, see how much money these executives invested, and compare their outlook with Wall Street's current views.

**CG Oncology** **(CGON)**

The first stock we'll look at here, CG Oncology, is a late-stage biotechnology company focused on developing treatments for bladder cancer. This is a serious field in oncology, as bladder cancer is the sixth most common cancer type in the US, and nearly 85,000 new cases are expected to be diagnosed this year alone. Approximately 75% of new cases are non-muscle-invasive bladder cancer (NMIBC), and between 10% and 45% of cases will progress to muscle-invasive or metastatic disease within five years.

CG Oncology has developed a new drug, cretostimogene, to combat bladder cancer and has advanced it into late-stage clinical development. The company currently has seven clinical trials underway, mostly evaluating the drug as a monotherapy, while two are testing cretostimogene in combination with other anti-cancer agents. To date, the company's clinical development program has enrolled more than 600 patients.

The drug itself is described by the company as an oncolytic immunotherapy, and it boasts two mechanisms of action, selectively replicating in and destroying bladder cancer tumor cells while also boosting the patient's own immune response to the disease. These modes of action are complementary, as the destruction of cancer cells releases tumor-derived antigens that further stimulate the immune system.

Recent updates on the trial program include mid-May's announcement that CORE-008 Cohort CX, part of a Phase 2 study evaluating the drug in combination with gemcitabine using sequential versus concurrent treatment schedules in patients with high-risk NMIBC, delivered positive results. The safety and efficacy findings were described as encouraging, with additional data expected later this year.

The company also expects to release topline data from the Phase 3 PIVOT-006 study in the near future. This trial is evaluating cretostimogene as a monotherapy in patients with intermediate-risk NMIBC.

Looking ahead, CG Oncology remains on track to complete its first Biologics License Application (BLA) submission to the FDA during 4Q26 for cretostimogene in high-risk BCG-unresponsive NMIBC. This represents an important step toward potential regulatory approval and commercialization. As of the end of March this year, the company had $1.1 billion in cash and liquid assets, which management expects will fund operations through 2029 while supporting its clinical and regulatory programs.

With the company approaching this regulatory milestone, Brian Guan-Chyun Liu of the company's Board of Directors purchased 371,085 shares of CGON on June 25, paying about $24.8 million for the stock.

The bullish insider activity is echoed by JPMorgan analyst Brian Cheng, who sees high potential in the cretostimogene program.

"We believe Creto has demonstrated a potentially best-in-class profile in BCG-UNR NMIBC, with an attractive efficacy/safety profile. We believe the current valuation is significantly disconnected from the underlying fundamentals. Given the competition in the space, we assume a modest, conservative market share for the lead indication, which translates into a ~$1.5bn+ peak opportunity for the Creto franchise. We expect the BLA filing completion in 2026, with additional upside coming from a catalyst-rich 2026," Cheng opined.

Reflecting that confidence, Cheng rates CGON shares an Overweight (i.e., Buy) and sets a price target of $96, suggesting 35% upside over the next 12 months. (To watch Cheng's track record, click here)

The rest of Wall Street isn't far behind, with 13 Buy recommendations and just one Hold, giving CGON a Strong Buy consensus rating. At $70.36 per share, the average price target of $91.55 suggests there's still 30% upside on the table. (See **CGON stock forecast**)
