# July 10th Foreign Market Headlines: Concerns of a Full-Scale War Resurge Between the U.S. and Iran, OpenAI Launches GPT-5.6 Series Models, Meta Joins AI "Price War" and Denies Overcapacity

**Global financial media's main headlines of last night and this morning include:**

The U.S. and Iran launch airstrikes against each other, reigniting concerns of a full-scale war

The U.S. has launched military strikes against Iran for the second consecutive day, while Iran retaliated against U.S. allies in the Persian Gulf region. Amidst a lack of progress in diplomatic efforts, concerns about both sides returning to a state of war have intensified.

The U.S. Central Command stated on X platform that U.S. forces struck approximately 90 targets overnight—following a previous day's strike on 80 targets—“to further weaken” Iran's ability to attack commercial vessels in the Strait of Hormuz.

Iran reported that the perimeter of a nuclear power plant and two railway bridges connecting the capital Tehran with Mashhad were attacked. According to the semi-official Iranian Students' News Agency (ISNA), Iran subsequently launched attacks on U.S. military bases in Bahrain, Kuwait, and Qatar. Jordan's national television reported that the country intercepted 8 missiles launched by Iran.

Walsh announces heads of five working groups to pave the way for reforming the Federal Reserve

Federal Reserve Chairman Kevin Walsh has announced the list of heads for five working groups. These groups will examine the Federal Reserve's practices in key areas of policy-making and may push for extensive reforms.

The heads of the working groups include prominent scholars, former central bank officials, and corporate executives. The five groups will study communication mechanisms, balance sheets, the Federal Reserve's "use and reliance on existing data sources," productivity and employment, and the central bank's "inflation framework."

"Each working group will carefully consider whether the means and methods, analytical tools, and policy frameworks of policymakers can be improved," Walsh stated in a release on Thursday. "The goal is clear: to ensure that the Federal Reserve is in the best position during this critical period to achieve our objectives."

OpenAI launches the latest GPT-5.6 series model, Sam Altman says "I don't know" if there will be an IPO this year.

OpenAI CEO Sam Altman stated on Thursday that the company's latest artificial intelligence model, GPT-5.6 Sol, has improved tagging efficiency by 54% in agent programming tasks and "performs just as well or even better compared to competitors on the market."

"Every company is now thinking about spending and the returns they get from AI, which is exactly what we want to do," Altman said.

On Thursday, OpenAI launched its latest series of models—GPT-5.6 Sol, Terra, and Luna—which were announced to the public last month. At the request of the U.S. government, the company initially released them to "a small group of trusted partners" for limited access.

Zuckerberg sets "aggressive" pricing strategy for Meta's paid AI tools.

In the fiercely competitive AI tools market, Mark Zuckerberg hopes to win with pricing advantages.

Meta Platforms Inc. has released its advanced AI model Muse Spark 1.1 and introduced a paid version for developers for the first time. This marks the first time Meta has charged businesses for model usage, opening up a new revenue stream for the company. In an interview before the launch, Zuckerberg stated that this model will be one of the lowest-priced options on the market.

"Since this is not an open-source model, I think this is our first serious launch of an API," Zuckerberg said, "its pricing will be highly competitive and very attractive."

Zuckerberg noted that the biggest improvement of the new model lies in agent capabilities. Agents are one of the hottest directions in the AI field this year, typically referring to systems that can represent users in completing multi-step tasks. He stated that Muse Spark 1.1 has reached "industry-leading or very close to leading" levels in agent reasoning and tool usage.

Franklin Templeton strategist expects bullish sentiment on AI infrastructure to last until the end of 2027.

Katrina Dudley from Franklin Templeton stated that the bullish logic surrounding investments in artificial intelligence infrastructure is overwhelming bearish sentiment. She expects this investment theme to last until the end of 2027 and possibly extend into 2028 "I do believe this will last at least until the end of 2026," Dudley said in an interview on Thursday. "We have about six months left, followed by 2027, and it could even extend into 2028 for a long time."

The veteran investment strategist stated that the bearish logic surrounding artificial intelligence mainly focuses on issues such as supply chain inefficiencies and excessive capital expenditures, which sound quite convincing. However, she believes that companies have remained rational in their infrastructure investments, and the returns on investment justify continued spending.

Zuckerberg denies Meta's surplus computing power, claims cloud business development has commercial potential

Mark Zuckerberg, CEO of Meta Platforms Inc., stated that Meta needs as many computing resources as possible. However, in the context of a shortage of computing power required for AI development and operation, he is also considering whether renting out some AI infrastructure to external clients could create more value.

In an exclusive interview, Zuckerberg said, "Currently, the market is bidding very high for computing power, and in some cases, it may be more cost-effective to rent it out rather than keep it for internal use or consider similar transactions."

Earlier this month, reports indicated that Meta is planning to launch a cloud computing business, hoping to directly generate revenue by leveraging the company's data centers and other computing power partners. Zuckerberg stated that the opportunity to develop a cloud business "always exists, and we can do it anytime we want."
