# China's 1H25 Innovative Drug Out-Licensing Deal Value Exceeds USD100 Billion, Hitting New High

Tao Qing, Director-General of the Operation Monitoring and Coordination Bureau of the Ministry of Industry and Information Technology, said at a State Council Information Office press conference this morning (20th) that high-quality achievements in China's innovative drug sector continued to emerge in 1H25. A total of 38 innovative drugs were approved for launch, including 31 domestically developed innovative drugs. Outbound technology licensing for innovative drugs also hit a new high, with total transaction value exceeding USD100 billion.

Tao said that despite the complex and severe external environment and industry transformation pressure, China's pharmaceutical industry demonstrated strong resilience. In 1H25, the Added Value of Industries Above Designated Scale in the pharmaceutical industry rose 6.4% YoY, among which the growth rate of biological products reached double digits, becoming the main engine driving faster industry development. Pharmaceutical export delivery value exceeded RMB210 billion, up 9% YoY. The export structure continued to optimize, with high value-added products such as chemical preparations and biological products accounting for nearly 20%. The export structure is accelerating its shift from being mainly driven by active pharmaceutical ingredients to high value-added formulation products.

In addition, digital intelligence technology and green technology are empowering the pharmaceutical industry to accelerate transformation and upgrading. Authorities are comprehensively advancing digital and intelligent transformation in the pharmaceutical industry, cultivating pharmaceutical smart factories in a tiered manner, supporting 21 pharmaceutical industrial enterprises in building excellence-level smart factories, accelerating the green and low-carbon transformation of the pharmaceutical industry, and fostering more than 300 green factories cumulatively.

Tao said the next step will be to accelerate the implementation of the "15th Five-Year Plan" for pharmaceutical industry development, focus efforts on building "innovative pharmaceuticals", "digital intelligent pharmaceuticals", "inclusive pharmaceuticals" and "open pharmaceuticals", continue strengthening breakthroughs in original technologies and key core technologies, and fully empower industry development through artificial intelligence. Authorities will strengthen drug supply protection for key groups including the elderly, children and patients with rare diseases, striving to ensure every patient can access, afford and effectively use medicines, while enabling more high-quality and innovative "Made in China" drugs to benefit patients globally at a faster pace.
