# What Does Intel's Significant Capital Expenditure Hike Mean?

Intel has significantly raised its 2026 capital expenditure guidance from $17 billion to over $20 billion and indicated that investments will increase substantially further in 2027. This announcement, coupled with quarterly results that comprehensively exceeded expectations, sends a clear signal to the market: **the chip giant is betting on a long-cycle expansion centered on advanced process and packaging capacity.**

According to reports from the Trading Desk, citing a Goldman Sachs research report, Intel's second-quarter revenue reached $16.1 billion, far exceeding Goldman Sachs' estimate of $14.3 billion and the market consensus of $14.4 billion. Non-GAAP earnings per share (EPS) were $0.42, nearly double the market expectation of $0.22. Meanwhile, the midpoint of the company's third-quarter revenue guidance is set at $16.3 billion, with a gross margin guidance of 42%, both significantly higher than market expectations.

The surge in capital expenditure is not an isolated decision but is built on multiple foundations, including the continuous yield ramp-up of the 18A process, ahead-of-schedule progress in the 14A process, and persistently strengthening demand signals from data center customers.

Goldman Sachs analysts, including James Schneider, believe that **Intel is benefiting from rising server demand driven by Agentic AI, and the long-term potential of its foundry business provides upside option value for its stock price.** However, Goldman Sachs maintains a Neutral rating on Intel with a target price of $150, reasoning that peers such as AMD, Nvidia, and Broadcom still possess advantages in terms of revenue visibility and the Risk-Return Tradeoff.

## Results Comprehensively Beat Expectations, Data Center Becomes the Highlight

Intel's various business lines exceeded market expectations in the second quarter, with the Data Center and AI (DCAI) business performing particularly outstandingly.

**DCAI revenue reached $6.26 billion, up 24% quarter-over-quarter and 59% year-over-year, higher than Goldman Sachs' estimate of $5.68 billion and the market expectation of $5.59 billion.** Intel attributed this growth to a strong recovery in general-purpose server demand and incremental pull from Agentic AI.

Client Computing Group (CCG) revenue was $8.88 billion, also exceeding Goldman Sachs' and market expectations by approximately 11%. Intel Foundry revenue was $5.77 billion, slightly beating expectations. The overall gross margin reached 41.8%, about 254 basis points higher than Goldman Sachs' estimate, while the operating margin was 17.2%, nearly 600 basis points higher than market expectations.

Looking ahead to the third quarter, Intel expects DCAI to achieve stronger quarter-over-quarter growth as additional capacity is gradually released. The company is currently still facing capacity shortages, meaning expansion on the supply side will directly translate into revenue increments. Based on this, Goldman Sachs has raised its EPS forecasts for 2026 to 2028 by an average of approximately 49%.

## Significant Jump in Capital Expenditure, Betting on Advanced Packaging and 14A Process

The upward revision of capital expenditure guidance is the most strategically significant signal of this earnings report\*\*. Intel has raised its 2026 capital expenditure from the previous $17 billion to over $20 billion and explicitly stated that investments will increase substantially further in 2027 and beyond to support the expansion of advanced packaging capacity and preparations for the mass production of the 14A process.\*\*

Regarding specific investment directions, Intel plans to increase its 2026 Wafer Fab Equipment (WFE) spending by approximately 40%. This increase reflects that the company's prior ahead-of-schedule investments in factory shells and cleanroom space are now entering the equipment installation phase. The company stated that it will simultaneously expand front-end wafer capacity and advanced packaging capacity in the future to respond to customers' continuously strengthening demand signals.

Goldman Sachs pointed out that Intel's recent traction in the field of advanced packaging, along with its strategic positioning as the "national team" of US domestic foundries, constitutes an upside option for its stock price. However, the significant increase in capital expenditure also means increased pressure on free cash flow in the short term. Goldman Sachs expects Intel's net debt/EBITDA ratio to rise from 0.8x to 1.2x in 2026.

## Progress in Process Technology Provides Confidence Support

The confidence behind the capital expenditure expansion stems from substantial progress in Intel's process technology. The company stated that **yield and volume ramp-ups for the 18A process in server and client products are continuing, and it entered the risk production phase of 18A-P in the second quarter.**

Regarding the next-generation 14A process, Intel disclosed that its internal process metrics at this node have surpassed the levels of 18A at the same stage. The company plans to release PDK version 0.9 in October this year, expects to enter risk production in the second half of 2027, and achieve mass production in 2028.

Goldman Sachs believes that the positive progress in the aforementioned process roadmap is a significant plus for this earnings report, helping to boost market confidence in the long-term competitiveness of Intel's foundry business. However, analysts also warned that slower-than-expected ramp-ups at advanced process nodes and a decline in server CPU market share remain major downside risks for Intel.

## Goldman Sachs Maintains Neutral Rating, Valuation Upside Coexists with Competitive Pressure

Despite results and guidance comprehensively beating expectations, Goldman Sachs maintains a Neutral rating on Intel, keeping its 12-month target price unchanged at $150. This is based on an estimated normalized EPS of $5 multiplied by a P/E ratio of 30, implying approximately 42% upside from the current stock price of around $100.

Goldman Sachs analysts believe that Intel's upside risks mainly come from three aspects: gaining more customer traction for foundry services, better-than-expected improvement in server CPU demand and market share, and margin improvements exceeding expectations. Downside risks are concentrated on advanced process node ramp-ups falling short of expectations and potential loss of server CPU market share.

Goldman Sachs views Intel's recent peers—AMD, Nvidia, and Broadcom—as more attractive targets in terms of revenue visibility and the Risk-Return Tradeoff, which is the core logic behind maintaining the Neutral rating. For investors, Intel's current investment value is more reflected as a long-term layout with upside option characteristics, rather than a source of short-term certain returns.
