# Coinbase Stock Still Holds Strong Upside Potential Whether or Not the CLARITY Act Wins

U.S. lawmakers are pretty close to a vote on the CLARITY Act. This bill would set clearer legal rules for digital coins. It aims to move crypto oversight away from strict regulators and give legal backing to the systems American crypto firms use.

While Coinbase stock (COIN) dropped nearly 3% yesterday to $160.33, COIN shares are still up 9.7% this month. The company holds strong upside, according to analysts, even if Congress fails to pass the bill before its August break. Moreover, deeper Wall Street adoption and friendlier rule changes could offer an easier path forward for Coinbase.

## **Political Fights Are Stalling The CLARITY Act**

Passing the bill in the Senate takes at least 60 votes. This means that Republicans need help from seven Democrats. Progress stopped over ethics rules linked to Donald Trump's money disclosures. Public records showed Trump made over $1 billion from crypto deals last year. Due to this, Democrats want a full ban on government officials running crypto businesses. Republicans offered a smaller ban run by the Justice Department, but Democrats turned it down.

Time is running out before the Senate goes on break on August 7. Missing this date could freeze crypto laws for years. This wait does increase short-term fear for Coinbase stockholders, mainly because smaller coins made up half of its first-quarter trading sales.

Furthermore, Coinbase Chief Executive Officer Brian Armstrong backed the bill in a web video, saying the law "cements consumer protections and America's lead in crypto innovation."

## ****Big Banks Are Advancing Blockchain Tools****

Washington policy experts say current fights focus on politician ethics, and not on whether crypto should exist. Chris Niebuhr, an analyst at Beacon Policy Advisors, said, "There's been an acceptance that crypto exists as a legitimate product," adding that "I don't think at this point Democrats can or will return to that old crackdown style."

In addition, larger financial firms are moving ahead with blockchain tools on their own. Financial processor Depository Trust & Clearing Corp. tested a token plan with top banks in July and aims for an October start.

Plus, federal watchdogs, under the Trump plan, want to have clearer rules that let firms test digital assets without waiting for Congress. At the same time, the crypto group Fairshake had almost $126 million in cash at the end of May to help pro-crypto politicians.

## **Some Analysts Think Coinbase Is a Sell**

Wider use of digital coins brings new risk for Coinbase. As top banks build their own crypto platforms, Coinbase could face lower trading fees and lose customers.

Compass Point Research & Trading analyst Ed Engel holds a Sell rating on Coinbase stock due to new rivals. But Engel said that "for the industry as a whole, if the Clarity Act doesn't pass, there are enough important things that could happen in the second half of the year to get people excited about the space," adding that "for at least the next two to three years, blockchain has the opportunity to prove it can actually create some solutions."

## **Is Coinbase a Good Stock to Buy Now?**

According to TipRanks, Coinbase stock (COIN) has a consensus Moderate Buy rating among 27 Wall Street analysts. This rating is based on 20 Buy, five Hold, and two Sell ratings assigned in the past three months. The average 12-month COIN price target of $223.04 implies 38.40% upside from current levels.
