# Tech Giants Including NVIDIA and Microsoft Sign Joint Letter Publicly Supporting Open-Source Models

Chinese open-source models are increasingly catching up with the closed-source models of companies like OpenAI. In Silicon Valley, the debate over whether Chinese open-source models should be freely accessible recently reached a peak.

AI companies led by Anthropic and OpenAI claim that some AI models are too dangerous to be developed openly and must be strictly controlled by enterprises like theirs to ensure safety. Meanwhile, tech giants such as Microsoft and NVIDIA argue that open-source AI models must remain open to allow people to further develop technology and create new businesses.

The two camps have engaged in public confrontation. Last Wednesday, nearly 200 Silicon Valley startups signed a letter urging the U.S. government not to restrict access to Chinese open-source models. Major tech companies followed suit immediately. On July 24, 25 tech companies, including NVIDIA, Microsoft, Meta, and U.S. big data analytics firm Palantir, released a joint letter supporting open source. They argued that open-weight models can strengthen competition and ensure that technological dividends are “widely shared rather than concentrated in the hands of a few.” Notably, the number of signatories to the letter doubled to 50 within a day, including OpenAI and Alphabet.

On July 24, NVIDIA CEO Jensen Huang stated in his first post on the X platform, “AI will transform every industry, empower every company, and be built jointly by every nation. Open-source models can enhance security, accelerate innovation and technology adoption, and enable sovereignty. The world needs both cutting-edge closed-source models and cutting-edge open-source models.” Microsoft CEO Satya Nadella subsequently posted that open-source software is “critical to a healthy AI ecosystem.”

Both Jensen Huang and Satya Nadella shared the letter on their personal social media accounts. Elon Musk also reposted the letter on social media, stating, “I fully support this. Jensen Huang is right.” On July 25, Meta CEO Mark Zuckerberg wrote on social media, “Open source is a positive and important force.”

In public, tech executives such as OpenAI CEO Sam Altman have expressed support for open-source software, but OpenAI’s allies have privately lobbied for restrictive measures. Meanwhile, Anthropic and OpenAI are offering cheaper AI models. Anthropic stated that its newly released Claude Opus 5 model is “close to the frontier intelligence level of Fable 5,” yet priced at only half the cost. OpenAI is also promoting similar low-cost models.

Open-source software is crucial for driving technological progress through knowledge sharing and allows more people to examine its safety. For Silicon Valley startup founders, restricting open-source software could consolidate the positions of OpenAI and Anthropic in the AI sector. Critics argue that this could hinder other companies from developing competitive products.

“In a world where cyber attackers use advanced AI, defenders need access to models with comparable capabilities to detect, simulate, and respond to emerging threats. Open models broaden defensive capabilities, increase transparency, and allow vulnerabilities to be discovered and fixed across multiple teams,” the joint letter stated. “Relying solely on closed-source models is not inherently secure; they can be breached, misused, or fail in ways undetectable from the outside. Concentrating advanced AI capabilities behind a few closed-source models exacerbates this risk.”

Earlier this month, AI company Hugging Face used an open-weight model from Chinese company Zhipu AI to contain a cyberattack launched by an OpenAI model. OpenAI characterized this as an “unprecedented cybersecurity incident.” Yacine Jernite, Head of Machine Learning at Hugging Face, stated that the company initially attempted to use Anthropic’s Fable 5 to analyze the attack, but it failed because the model’s safeguard mechanisms could not determine that Hugging Face was acting in self-defense. Hugging Face then turned to Zhipu’s GLM 5.2 and “quickly contained the attack using this model.”
