# JP Morgan Asset Management: Three Dissenting Votes at the Fed Are the True Policy Signal

The Federal Reserve kept interest rates unchanged, but internal divisions may signal pressure for a policy shift.

Wall Street Insights mentioned that on Wednesday, July 29, Eastern Time, the Federal Reserve decided to maintain interest rates unchanged with a 9-3 vote, dashing the hopes of the few traders who had bet on a surprise rate hike.

However, Bob Michele, Chief Investment Officer and Global Head of Fixed Income at JP Morgan Asset Management, pointed out that **the three dissenting votes are a key signal, implying that upward pressure on interest rates may persist.** He stated:

> This indicates they are beginning to move toward tightening policy.

This internal divergence has triggered a reevaluation of the future policy path by the market, with many analysts focusing on the voting structure.

## Dissenting Votes Become the Focus of Interpretation

In this interest rate decision, three regional Fed presidents voted in favor of a rate hike, becoming the core focus of market interpretation.

Michele viewed this voting pattern as an early signal of a tightening policy stance, stating clearly:

> The three dissenters in the recent statement are what matter more.

Jim Bianco, President of Bianco Research, also emphasized the importance of the dissenting votes. He stated:

> The dissent is what matters most.

Bianco also noted that there is additional complexity in interpreting the Fed's current stance.

**Since Fed Chair Warsh refused to provide forward guidance, the post-meeting press conference reflected more of the Chair's personal views rather than the collective stance of the entire committee, which somewhat weakened the reference value of the press conference as a source of policy signals.**

This means that for investors trying to gauge the direction of Fed policy, the distribution of votes within the committee may provide more direct and reliable clues than official statements and press conferences.
