# Big Four Banks Bring Back 5-Year Large-Denomination Certificates of Deposit, with Top Rate at 1.6%

On August 1, ICBC listed the first and second tranches of its 2026 5-year personal large-denomination certificates of deposit (CDs), with annualized interest rates of 1.60% and 1.55%, respectively. Both require a minimum deposit of RMB 200,000 and support partial early withdrawal and transfer.

As of press time, the remaining reference quotas for both products exceeded RMB 10 million each.

**With ICBC joining the lineup, all four major state-owned banks—ICBC, Agricultural Bank of China, Bank of China, and China Construction Bank—have relisted their 5-year large-denomination CD products, with maximum annualized interest rates standing at 1.6%.**

In November 2025, the major state-owned banks collectively delisted their 5-year large-denomination CD products. After nearly a year of suspension, this round of reintroduction began in early July.

On July 1, Bank of China launched personal large-denomination CDs covering all tenors, with the 5-year variant offering an annualized interest rate of 1.60%, a minimum deposit of RMB 200,000, and support for transfer and pledge. On July 10, China Construction Bank listed two 5-year products with annualized interest rates of 1.55% and 1.60%, respectively, both requiring a minimum subscription amount of RMB 200,000. Agricultural Bank of China issued its 5-year product on July 8, with an annual interest rate of 1.60% and a minimum purchase amount of RMB 200,000, matching the highest tiers offered by Bank of China and China Construction Bank, though it is available only through branch channels.

**The return of long-tenor large-denomination CDs coincides with revisions to regulatory rules.**

On June 12, the People's Bank of China released the "Administrative Measures on Large-Denomination Certificates of Deposit (Draft for Comments)," comprehensively revising the interim measures that had been in place for over a decade:

It institutionalized the standard that the minimum subscription amount for individual investors purchasing large-denomination CDs shall be no less than RMB 200,000 (a standard implemented since 2016); clarified that large-denomination CDs can be transferred, withdrawn early, and redeemed through banks' own channels and third-party compliant platforms approved by the central bank; introduced the DR rate as the pricing benchmark for floating-rate CDs; and strengthened information disclosure obligations for issuing banks.

**Regarding whether the relaunch of 5-year products by the Big Four banks signals a reversal in deposit interest rates, industry insiders generally believe that this return does not mark a turning point in interest rates. Rather, it is a phased choice by banks to lock in long-term liabilities amid a peak in deposit maturities and alleviate duration mismatch.**

According to calculations by Zhang Jiqiang's team at Huatai Securities, the volume of fixed-term deposits with tenors of one year or more maturing in 2026 is estimated at approximately RMB 50 trillion, an increase of about RMB 10 trillion compared to 2025. Of this, 5-year deposits amount to RMB 5–6 trillion. Banks need to secure these funds in advance to ease pressure from duration mismatches on the liability side.

Meanwhile, long-tenor CDs had previously nearly vanished from the market. Although the interest rates on large-denomination CDs are on par with those of ordinary 5-year fixed-term deposits, they offer liquidity advantages due to features such as "transferability."

Against the backdrop of persistently low interest rates, whether the return of long-tenor large-denomination CDs is merely a phased phenomenon remains to be seen.
