# New Trend in Agentic AI: Amazon AWS Faces "CPU Shortage"

The explosive adoption of AI Agents is triggering **an unexpected computing crisis—not in GPUs, but in CPUs.**

On August 7, tech media The Information reported that Amazon Web Services (AWS) executives convened a meeting with engineers in May to deliver a warning: **to ensure its EC2 cloud server business can meet all customer demands in the future, engineers must do everything possible to conserve computing resources.** This directive covers not only AI chips but also explicitly targets traditional CPU servers that have long underpinned the internet era.

The report suggests this internal move reflects a broader industry trend: **as more corporate employees leverage AI Agents for software development, CPU demand is surging, and the pressure of computing shortages has spread from GPUs to the entire computing infrastructure.** Jing Xie, co-founder and managing director of AI consulting firm Elendil Labs, noted that he has observed a doubling of per-capita IT spending among clients, directly attributable to the widespread use of AI Agents.

## Internal Emergency: Engineer Wait Times for CPU Resources Extend from Hours to Days

According to the report, insiders revealed that AWS has set deadlines for various teams to reduce their compute resource usage later this year. Engineers are decommissioning EC2 virtual server instances previously used for software development that are now idle, in order to reallocate this computing power to external customers.

An engineer who has worked at AWS for several years stated that **CPU server resources that previously took only hours to obtain now require waiting for days,** a situation unprecedented in their career, noting that such delays could impact project delivery schedules.

AWS responded that despite "significant demand," the company continues to meet the "vast majority of computing needs for both internal and external customers." It emphasized that it is working closely with internal teams to ensure efficient utilization of EC2 resources, "as always." AWS also clarified that its guidance to employees has not changed due to current memory constraints.

However, the report indicates that external customers have been relatively less affected so far. A consultant who assists enterprises in using AWS stated that he has not yet observed operational-level shortages in CPU computing power committed through customer contracts.

Nevertheless, **AWS "Spot Instances"—overflow server resources sold by AWS at significant discounts but subject to reclamation within two minutes—have become increasingly difficult to acquire in bulk in recent months.**

Analysts believe this signal indicates that the supply-demand gap for AWS's overall computing power is narrowing, with significantly compressed elasticity. For enterprise customers relying on low-cost Spot Instances to run large-scale workloads, this may herald the arrival of upward pressure on cloud computing costs.

## AI Agents Drive Surge in CPU Demand, Computing Gap Exceeds Expectations

**The core driver of this CPU shortage is the rapid adoption of Agentic AI.** Jing Xie pointed out that AI Agents typically require more cloud computing resources during operation, thereby generating sustained demand for CPUs.

> "Basically, the vast amount of work involved in building, producing, and running today requires more CPUs than in the past."

Even within the AI development process, CPUs play an indispensable role—for example, when AI companies prepare data for model training, they need CPUs to read raw data from documents, images, and videos.

**Statements from chip manufacturers further confirm this trend.**

Intel CEO Lip-Bu Tan disclosed during the April earnings call that the ratio of CPU to GPU usage in AI inference (model execution) was 1:4; by July, Intel CFO David Zinsner stated that this ratio had approached 1:1. Executives from AMD and Arm made similar comments.

In addition to the CPUs themselves, insufficient supply of memory chips paired with CPUs, along with physical space limitations in data centers, are jointly exacerbating this computing shortage.

Notably, **balancing the allocation of computing resources between internal and external uses has become a common challenge for major tech companies over the past two years.**

As previously reported by The Information, Google established a committee of senior executives last year specifically to coordinate computing resource allocation among Google Cloud, the DeepMind AI research division, and consumer businesses. Even so, internal friction persists—Google star AI researcher Noam Shazeer resigned earlier this summer due to dissatisfaction with access to computing resources.

Microsoft's experience illustrates another aspect: improved efficiency in computing management can directly translate into revenue growth. Microsoft CFO Amy Hood attributed part of Azure cloud service's growth in last month's earnings call to "efficiency gains" in managing CPU and GPU clusters.
