The Hong Kong Securities and Futures Commission (SFC) issued guidance to investment banks on cooperating with surprise inspections, following eight searches this year focused on IPO fund misappropriation and listing abuse. Regulators instructed firms to train staff for immediate warrant response, provide same-day system access, and conduct internal investigations if leaks occur. Recent actions include suspending trading in CLOUDBREAK-B due to suspected IPO manipulation and investigating potential insider trading involving Futu Holdings.

The Securities and Futures Commission (SFC) has provided guidance on how investment banks should cooperate during regulators' surprise inspections, Reuters, citing two sources familiar with the matter, reported. They added that this marks intensified scrutiny, particularly over the booming share sale market.

They said SFC CEO Anita Leung and Kenneth Luk, Senior Director of the Enforcement Division, attended a meeting with investment banking executives on August 17, where Luk provided guidance on how staff should respond.

Luk purportedly instructed firms to train frontline staff to handle search warrants immediately, escort inspection teams into designated areas, and reserve private rooms away from other visitors. They added that representatives from around 10 brokerages were also told to allow same-day access to employee emails and computer systems, and to conduct internal investigations if details of raids were leaked to the media.

Sources said Hong Kong regulators have conducted around eight searches involving brokerages or funds this year, describing the figure as a significant increase from previous years.

The searches included the Hong Kong unit of China's largest brokerage CITIC SEC (06030.HK) -0.700 (-2.701%) Short selling $37.73M; Ratio 16.093% , GUOTAI JUNAN I (01788.HK) -0.005 (-0.173%) Short selling $4.67M; Ratio 8.833% , as well as local units of CCBI and China Securities, Reuters reported.

On Thursday (10th), the SFC took the unusual step of suspending trading in CLOUDBREAK-B (02592.HK) 0.000 (0.000%) , a clinical-stage ophthalmic pharmaceutical company listed in early July last year. The SFC said it had serious concerns that the company's IPO may have been artificially manipulated to create a false market demand impression for CLOUDBREAK-B shares. One source familiar with the matter and two other sources aware of the August raids said Huatai International, backed by Chinese state-owned enterprises, was among the latest brokerages searched.

Two sources said regulators are investigating whether certain client trades involving Futu Holdings Limited (FUTU.US) US stocks constituted insider trading.
