In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, implement the deployment of the fourth meeting of the Central Financial Committee and the requirements of the "Action Plan for Effectively Reducing Logistics Costs for the Entire Society," focus on solidifying the foundation for the open interconnection of logistics data, promote the establishment of an open interconnection mechanism for logistics data resources, and effectively reduce logistics costs for the entire society, the National Development and Reform Commission and the National Data Bureau, in conjunction with the Central Internet Information Office, the Ministry of Transport, the General Administration of Customs, the National Railway Administration, the Civil Aviation Administration of China, and China National Railway Group Co., Ltd., jointly carry out pilot work for the open interconnection of logistics data. The relevant matters are notified as follows.

1. Pilot Goals

Focus on prominent issues in the development of the logistics industry, eliminate "information islands" and "data silos," connect data from government departments, relevant enterprises, and business systems such as ports, highways, railways, and aviation, innovate logistics data interaction models and solutions, create a number of representative demonstration projects, explore the establishment of a multi-level logistics data open interconnection mechanism that organically combines public welfare and marketization, establish and improve standards and specifications for the classification and exchange application of logistics data, form a list of shared open public logistics data, promote application nationwide, optimize the allocation of logistics resources, and effectively reduce logistics costs for the entire society.

2. Pilot Cities

Based on the principle of covering typical areas in the eastern, central, and western regions while considering super-large cities, 16 cities will be selected to carry out pilot work for the open interconnection of logistics data. The 16 cities are: Tianjin, Tangshan, Ningbo, Jinhua, Hefei, Linyi, Zhengzhou, Luoyang, Wuhan, Yichang, Guangzhou, Haikou, Chongqing, Chengdu, Urumqi, and Horgos III. Main Tasks of the Pilot Work

(1) Open and Interconnect Multimodal Transport Data. Promote the credible circulation of documents, full traceability of goods, and standardization of logistics data. Focus on the multimodal transport service models of "one document system" and "one container system," connecting data across customs, ports, railways, highways, water transport, aviation, freight forwarding, and fleets. Relying on diversified entities such as logistics hub operators, key logistics enterprises, and multimodal transport information service providers, explore market-oriented open interconnection and operational models for multimodal transport data, tailored to local realities.

(2) Integration and Application of Data from Manufacturing, Trade, and Logistics Industries. Promote data exchange and integration applications along the supply chain, connecting data from manufacturing, trade, and other cargo owner enterprises with government departments, logistics companies, railway companies, port companies, shipping companies, aviation companies, and freight forwarding companies. Break through the information sharing bottleneck among participants in the supply chain to achieve seamless integration of logistics information systems and full tracking of logistics processes.

(3) Comprehensive Services for International Logistics Data. Explore implementation paths for cross-border data integration applications, focusing on major international logistics corridors such as the China-Europe Railway Express and the New Land-Sea Corridor. Connect data from hub nodes (ports/land ports/borders), customs, maritime, freight forwarding, railway companies, shipping companies, train companies, airport companies, and global shipping business networks to promote full tracking of international logistics and reduce costs while increasing efficiency.

(4) Interconnection and Sharing of Data Between National Logistics Hubs. Pilot the interconnection and sharing of data between national logistics hubs and national comprehensive freight hubs, focusing on service business for aviation, railways, and other corridors. Promote the interconnection of multidimensional data such as service product information, location information, and station capacity information to achieve business collaboration, rule linkage, and operational cooperation between hubs. Leverage the scale effect of interconnected logistics hubs to promote cross-regional logistics, manufacturing, and trade industry collaboration, significantly improving cross-border logistics clearance efficiency and reducing overall logistics costs.

IV. Requirements for the Pilot Work

(1) Timely Implementation with Focus on Results. The pilot work will last for one year from the date of notification issuance. By the end of February 2025, each pilot region should select key tasks and formulate pilot implementation plans. By the end of December 2025, complete the pilot construction and establish a model for the implementation of open interconnection of logistics data based on significantly effective pilot projects.

(2) Strengthen Coordination and Collaborative Efforts. The National Development and Reform Commission, National Data Bureau, Central Cyberspace Affairs Commission, Ministry of Transport, General Administration of Customs, National Railway Administration, Civil Aviation Administration of China, and China National Railway Group Co., Ltd. will strengthen guidance and data support for pilot regions based on business scenarios, ensuring safety in accordance with laws and regulations. Development and reform commissions, data management departments, party committee cyberspace offices, transportation departments (bureaus, commissions) in pilot regions, relevant maritime management agencies under the Ministry of Transport, relevant customs under the General Administration of Customs, regional railway supervision administrations, regional civil aviation management bureaus, and relevant railway group companies should enhance overall coordination and collaborative efforts to jointly promote the effective implementation of pilot work (3) Timely summary and appropriate promotion. Each pilot region should promptly report any problems encountered or good practices to the National Development and Reform Commission and the National Data Bureau. The National Development and Reform Commission, the National Data Bureau, the Central Cyberspace Affairs Commission, the Ministry of Transport, the General Administration of Customs, the National Railway Administration, the Civil Aviation Administration of China, and China National Railway Group Co., Ltd. will strengthen the monitoring and evaluation of the open interconnection and application process and effects of pilot scenario data, promptly identify and promote solutions to problems, and form a public logistics data sharing and open list along with relevant standards and specifications, ensuring effective summary and promotion of experiences.

Each pilot region's Development and Reform Commission, data management department, Party Committee's Cyberspace Affairs Office, Department (Bureau, Commission) of Transport, relevant directly affiliated customs of the General Administration of Customs, relevant regional railway supervision and administration bureaus, regional civil aviation management bureaus, and relevant railway group companies should each designate a liaison (see attachment) and compile the information by province to be submitted to the National Data Bureau by February 14.
