New progress will be made in renewable energy substitution in key areas such as industry, transportation, and construction. Policies and measures for the consumption and regulation of new energy will be further improved, and the policy mechanism for green and low-carbon development will be further refined. In terms of development quality and efficiency, the average coal consumption for power generation of thermal power units will remain at a reasonable level. The utilization rates of wind power and photovoltaic power generation will maintain reasonable levels, and the comprehensive benefits of photovoltaic sand control and other measures will become more significant.
