The opinions propose to consolidate the foundational role of home-based elderly care. They aim to improve policies and measures for elderly care services that are accessible and tangible at the bedside and around the elderly. The opinions call for the establishment of family support policies for elderly care, exploring the construction of family care beds with continuous, stable, and professional service functions for elderly individuals with disabilities living at home, and conducting training for family members on caregiving skills. They encourage the cultivation of specialized service institutions and support community, housekeeping, and internet platform companies to provide diverse services such as meal assistance, bathing assistance, cleaning assistance, mobility assistance, medical assistance, and emergency assistance to better meet the needs of home care services.
