According to the Zhitong Finance APP, on February 17, the Ministry of Industry and Information Technology and eight other departments issued a notice on the "Action Plan for High-Quality Development of the New Energy Storage Manufacturing Industry." The plan mentions that in response to the demand for medium-short and long-term energy storage across multiple time scales and application scenarios, efforts will be made to accelerate the diversified development of new energy storage core technologies, enhance the safety and reliability, economic feasibility, and energy conversion efficiency of new energy storage products and technologies. The iteration and upgrading of mature technologies such as lithium batteries will be accelerated, and disruptive technological innovations will be supported to enhance the supply capacity of high-end products. Engineering and application technology breakthroughs for supercapacitors, lead-carbon batteries, sodium batteries, and flow batteries will be promoted.

The plan also mentions increasing support for the exploration of domestic mineral resources such as lithium, cobalt, and nickel, scientifically and orderly allocating mining rights, and enhancing the capacity for domestic resource security. It guides domestic enterprises to diversify, orderly, and collaboratively layout overseas resource projects to reduce resource development and transportation costs. Under the premise of risk prevention, support will be provided for enterprises to strengthen foreign investment cooperation and enhance the supply capacity for overseas mineral development. Production enterprises are encouraged to manage the entire product lifecycle, strengthen green design, and improve the recyclability and usability of products. Support will be given to production enterprises to use recycled materials, provided that product performance requirements are met.
