Chengdu clearly does not encourage the development of shared electric bicycles, officially implemented next month
According to Jinshi Data on December 27, the Chengdu Transportation Bureau announced that the "Implementation Opinions on the Management and Service of Internet Rental Bicycles in Chengdu" will take effect on January 19, 2025. The "Implementation Opinions" clearly state that the development of shared electric bicycles is not encouraged. Shared electric bicycles have the same service model and functions as shared bicycles, both serving short-distance travel and public transportation connections. Their average riding distance of 2.1 kilometers is similar to the average riding distance of 1.5 kilometers for shared bicycles, making them a homogeneous mode of transportation. Moreover, the service functions and methods of shared electric bicycles cannot replace privately owned electric bicycles on a large scale. Shared electric bicycles are heavier and faster, and issues such as minors riding by scanning codes, not wearing helmets while riding, carrying passengers illegally, and improper parking pose serious safety hazards and risks. After evaluation, the total scale of 1.008 million shared bicycles in Chengdu has met the overall riding demand, and there is no necessity for shared electric bicycles, which are homogeneous with shared bicycles, thus their development is not encouraged
