Fourteen departments issued a document to strengthen emergency communication capability construction in extreme scenarios
The Ministry of Industry and Information Technology and 14 other departments recently jointly issued the "Opinions on Strengthening Emergency Communication Capability Construction in Extreme Scenarios," proposing that by 2027, key technological innovations in integrated air, land, and sea communication must be achieved, significantly improving communication network coverage in disaster-prone areas, enhancing the resilience of communication networks against destruction, and greatly increasing the capability to support extreme scenarios. The "Opinions" put forward fifteen specific requirements focusing on promoting breakthroughs in emergency communication innovation, accelerating the reform of emergency communication mechanisms, solidifying the foundation of emergency communication networks, and strengthening the capability to support extreme scenarios. The "Opinions" emphasize the need to focus on new information and communication technologies, supporting breakthroughs in key emergency communication technologies through national and provincial major science and technology projects and key research and development plans. It promotes the research and development of key technologies suitable for extreme scenarios, such as cross-operator emergency roaming, drone aerial communication, indoor positioning and navigation, and underground space signal enhancement, while accelerating the application of new-generation information and communication technologies and security technologies, such as artificial intelligence and communication big data. In solidifying the foundation of emergency communication networks, the "Opinions" emphasize the need to comprehensively utilize public communication networks, dedicated communication networks, and satellite communication networks, focusing on improving network coverage in disaster-prone areas, key state-owned forest areas, border areas, and important national and provincial trunk lines. It promotes the integration and coordinated operation of satellite networks and ground networks, accelerating the construction of super base stations in disaster-prone towns. In strengthening the capability to support extreme scenarios, the "Opinions" emphasize upgrading the national communication network's emergency command and dispatch system, enhancing data sharing among towers, communication, and power, and strengthening data analysis, monitoring and early warning, decision-making assessment, and resource dispatch capabilities.
