Strengthen the planning and compilation of adjustment capacity, improve the way adjustment resources are called, and enhance the supervision of adjustment resource calls. Promote the high-quality development of the distribution network, carry out the construction and renovation of the distribution network, establish and improve the evaluation system for distribution network development indicators, and strengthen the shortcomings in power supply. Conduct in-depth research and planning on carbon reduction measures for coal power, and implement a new generation of coal power upgrade special actions in phases and steps. Enhance demand-side coordination capabilities and promote the high-quality development of virtual power plants
