This year at the National Two Sessions, Yu Benhong, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of KEDE NC, focused on promoting the physical and mental health and comprehensive development of minors. He proposed suggestions for deepening and promoting innovative practices in educational health reform, as well as practical measures to build a protective network ecological system for minors. Yu Benhong stated that the "performance-based card unpacking" and "gambling mechanism" in live streaming rooms actually exploit the immature mindset of minors, inducing them to frequently recharge, continue to add packages, and make repeated purchases, which can even lead to minors becoming addicted to card unpacking and incurring large expenses, with difficulties in protecting their rights. Yu Benhong suggested that legislation should be promoted to clearly stipulate that if the behavior of live card unpacking simultaneously possesses the three core elements of "paid investment - gameplay has the uncertainty of small bets for large returns - output can be monetized," it should be recognized as a form of disguised gambling. If the behavior is serious, involves huge amounts of money, and has a severe impact, the responsible parties may face criminal charges and penalties, thereby strengthening the accountability for criminal responsibility and increasing the crackdown on such illegal activities
