Hu Youwen, Vice President of Guolian Minsheng Securities and General Manager of the Research Institute, stated that the Fourth Plenary Session focuses on the "14th Five-Year Plan." After ten years, the emphasis on "economic construction as the center" is reiterated in the five-year plan, and the economic growth target orientation is relatively clearer compared to the "14th Five-Year Plan." This means that the "14th Five-Year Plan" is expected to anchor the current potential growth rate and set specific expected economic growth targets for the next five years. Hu Youwen mentioned that the "14th Five-Year Plan" places new productive forces in a more core strategic position. The plenary session highlights the "leading" positioning of new productive forces and clearly requires "seizing the high ground of technological development," aiming to strengthen China's leading role in the global high-tech field and focus more on future industrial development. For example, the plenary session has added "a strong aerospace nation" as a new goal, which is a key step for China to take the lead in emerging frontier industries and win the future. In addition, the plenary session proposed "leading new supply with new demand and creating new demand with new supply," placing policy emphasis on improving the consumption environment and innovating consumption scenarios, aiming to cultivate a number of vibrant new consumption growth points in areas such as domestic "trendy products," sports events, cultural tourism, and the silver economy. Hu Youwen also stated that unlike five years ago, this plenary session specifically assessed the current economic situation and clearly proposed "resolutely achieving the annual economic and social development goals." Considering that the special actions to boost consumption and localized debt are key tasks of the communiqué, and that the pressure to achieve the annual growth target of "around 5%" is controllable, it is expected that policies will mainly focus on deepening implementation this year. More incremental tools may be reserved for deployment next year, reflecting a pragmatic approach of "carrying forward the past and opening up the future."
