IBM is getting a major boost for its quantum-computing ambitions after its Anderon unit finalized a $1 billion CHIPS Act award with the U.S. Department of Commerce, funding that will support research and development aimed at expanding domestic quantum wafer manufacturing. The deal matters for investors because IBM is positioning itself deeper in the hardware infrastructure needed to support a broader quantum-computing ecosystem, while reducing reliance on overseas semiconductor capacity.

Anderon is based in Albany, New York, and operates a 300-millimeter pure-play quantum wafer foundry designed to serve customers across the quantum technology industry.

The finalized award follows a letter of intent announced in May between IBM and the Commerce Department.

IBM is also committing an additional $1 billion of its own capital to Anderon, effectively doubling the scale of investment tied to the project.

The funding will be directed toward research and development intended to expand U.S. capabilities in quantum wafer manufacturing, an area that remains highly specialized and capital intensive.

The strategic importance goes beyond IBM itself.

By building a dedicated foundry platform, Anderon could provide manufacturing support to a wider group of quantum-computing companies rather than limiting capacity to IBM's internal programs. That could give IBM a position not only as a developer of quantum systems but also as infrastructure provider to the broader industry.

The award also fits with Washington's effort to strengthen domestic semiconductor production through the CHIPS Act.
