# South Korea Slashes LTV in Seoul to Cool Property Market

South Korea announced tighter mortgage rules for affluent Seoul districts on Sunday, aiming to curb rising home prices and ease the capital’s housing shortage.

Starting Monday, the loan-to-value (LTV) ratio in areas like Gangnam and Yongsan will drop to 40%, down from 50%.

The country’s mortgage system is already complex, linking loan eligibility to income, property value, and location.

The government said, “As concerns about an upswing in home prices remain latent in the metropolitan area, we need extraordinary measures to stimulate supply while also controlling demand.” To boost affordable housing, authorities plan to expand development on land owned by state-run firms such as the Korea Land & Housing Corporation and simplify regulations for apartment redevelopment.

The move reflects a dual strategy, including dampening speculative demand while accelerating supply through public land and streamlined construction rules.
