# Sun Dong: Advancing the "Hong Kong Microelectronics Research Institute" with two pilot production lines, set to be operational in 2026

Chief Executive John Lee published a new "Policy Address" last Wednesday. The Secretary for Innovation, Technology and Industry, Sun Dong, stated at a press conference on Saturday (20th) that a development pattern based on three major innovation and technology parks and five major research institutions is gradually taking shape. Among them, the Innovation and Technology Bureau is advancing the assembly of two pilot lines for the "Hong Kong Microelectronics Research Institute," which is expected to be operational by 2026. Additionally, the establishment of the Life and Health Research Institute and the Hong Kong Artificial Intelligence Research Institute will be completed next year. Furthermore, the third research center under the "InnoHK Innovation Hong Kong Research Platform" will be established in the first half of 2026.

In terms of aerospace technology, Sun indicated that, in addition to supporting the national Chang'e 8 mission with the Hong Kong Space Robotics and Energy Center, the Innovation and Technology Bureau is also providing over HKD 100 million through the "Innovation and Technology Support Program Special Solicitation (Aerospace Technology)" to support university research projects. At the same time, the application threshold for the "New Industrial Acceleration Program" will be lowered, reducing the minimum total project cost requirement from HKD 300 million to HKD 150 million, providing matching funding for hiring relevant technical personnel, and encouraging the construction of more smart production facilities. The Bureau will also consider providing necessary support measures for individual enterprises based on the actual needs of industrial development.

Sun continued to state that the "Innovation and Technology Industry Guidance Fund" will be launched in the 2026 to 2027 fiscal year, with the government actively guiding market investment in strategic emerging and future industries. Additionally, efforts will continue to implement the "Cooperation Agreement on Developing New Quality Productivity to Promote New Industrialization" signed last year with the Ministry of Industry and Information Technology of the country, such as the "Overseas Service Center" of the Hong Kong Productivity Council to assist enterprises in settling in Hong Kong and going overseas, as well as supporting Hong Kong's participation in the construction of national major projects such as the National Manufacturing Innovation Center
