He stated that the authorities will make good use of Hong Kong's advantages in research, data, and talent to enhance the development of the artificial intelligence (AI) and data science industries, focusing on "strengthening infrastructure and promoting application-oriented development" to facilitate the widespread and in-depth integration of AI across various sectors and advance AI+ development. Sun Dong mentioned that promoting the integration of technological innovation and industrial innovation is the major direction for Hong Kong's future development. The series of new measures announced in the 2025 Policy Address closely align with the four development directions proposed in the "Hong Kong Innovation and Technology Development Blueprint" (the "Blueprint") and resonate with Hong Kong's goal of becoming an international innovation and technology hub. In terms of research and talent, the authorities will establish the Hong Kong Artificial Intelligence Research Institute in 2026; the HKD 3 billion Frontier Technology Research Support Program will also accept applications in the short term to fund eight major universities to attract top international research talent to Hong Kong for cutting-edge technology research, including AI. Regarding data, the Cyberport AI Supercomputing Center will further enhance its computing power within the year, and Hong Kong has also launched a HKD 3 billion AI Subsidy Program to support the large-scale computing power needs and AI applications of local universities, research institutions, and enterprises.
