# Europe and Ukraine have formulated a 12-point peace plan to end the Russia-Ukraine conflict, with Trump responsible for overseeing its implementation

European countries are collaborating with Ukraine to formulate a 12-point peace plan aimed at prompting Russia to cease fire along the current front lines, countering Putin's demands to exchange Ukrainian territory for peace with the United States.

According to informed sources, the proposal will be overseen by a "Peace Committee" chaired by U.S. President Trump.

If both Russia and Ukraine agree to a ceasefire and commit to halting advances along the front lines, the peace plan will require Russia to return all forcibly taken Ukrainian children, exchange prisoners of war, provide security guarantees for Ukraine, establish a war reconstruction fund, and create a fast track for joining the European Union.

According to the proposal, sanctions against Russia will be gradually lifted, but approximately $300 billion of the Russian central bank's frozen reserves will only be released if Moscow agrees to contribute to Ukraine's post-war reconstruction; if conflicts arise again, relevant sanctions will be reinstated immediately.

Additionally, Moscow and Kyiv will negotiate the governance of the territories occupied by Russia, but Europe and Ukraine will not legally recognize these areas as belonging to Russia.

Despite the conflict entering its fourth year and heavy military casualties, Russia has so far refused to accept a ceasefire proposal based on the current front lines.

Informed sources emphasize that the peace plan is still being finalized and its content may change. Furthermore, any agreement must receive support from the U.S. government. To this end, some European officials may travel to Washington for consultations this week.

The proposal echoes Trump's assertion last week to immediately freeze the current front lines and then initiate negotiations.

Informed sources revealed that during the talks, Trump strongly urged Zelensky to accept the agreement as soon as possible, emphasizing Russia's strength. Several U.S. officials present suggested that Ukraine might consider making concessions on territorial issues to reach an agreement.

A senior European government official stated that Ukraine's allies have not seen any softening of Putin's maximalist demands. Instead, they have only observed a shift in Trump's attitude, as the former U.S. president seemed to begin accepting the necessity of pressure on Russia, but appeared to waver after speaking with Putin.

According to informed sources, during a phone call with Trump last Thursday, Putin again insisted that Ukraine must abandon the entire Donbas region.

As for whether Russia is willing to make compromises in other areas in exchange for concessions from Ukraine, informed sources stated that there is currently no clear answer. In addition to the Crimea Peninsula and parts of the Donbas region occupied in 2014, Russian forces currently partially occupy and claim control over Ukraine's Zaporizhzhia and Kherson regions
