# The optimization of the vehicle replacement subsidy policy in Guizhou has resulted in some car owners being unable to enjoy it, and the Business Department stated: it cannot be retroactively applied to the past

Mr. Zheng, a car owner in Guiyang, stated that on October 23 of this year, he purchased an electric vehicle through a "trade-in" program, but when he applied for subsidies according to the policy, he was informed that he could not enjoy the subsidies due to policy adjustments. The Guizhou Provincial Department of Commerce stated: "Since the beginning of this year, the trade-in program has received attention and support from consumers. It is precisely because of everyone's active participation and support that the program has been able to proceed smoothly and orderly. During the implementation of the program, we have made dynamic adjustments based on national deployments and the usage of national subsidy funds to continuously adapt to consumer purchasing needs. Considering the high enthusiasm of consumers for participation, we actively applied for an increase in the provincial financial budget according to procedures, but according to policy requirements, that portion of funds cannot be retroactive, and we ask for your understanding regarding the inconvenience caused."
