Officials will implement more proactive macro policies in 2026, Financial Secretary Paul Chan said. High on the agenda is expanding domestic consumption--a key factor in last year's economic rebound--and developing strategic sectors with a competitive edge like artificial intelligence. In an address on Wednesday, Chan confirmed that Hong Kong's economy grew 3.5% in 2025, driven by a recovery in personal consumption, investment, and the housing market. A stock market rally, stronger tourism and demand for its exports helped too. The city expects gross domestic product growth at 2.5%-3.5% this year. Hong Kong also wants to keep the fires of its equities markets burning, seeking to continue to be a top destination for companies looking to raise funds or go public. In the budget speech, Chan announced measures aimed at smoothing the path to initial public offerings in the city. The government will continue to support biotech and specialist tech companies in the IPO process, push for more accommodative listing rules to aerospace firms, and give guidance to overseas firms going for a secondary listing. In the budget, officials also announced Hong Kong's first-ever five-year plan, an economic blueprint that will align closely with China's own five-year plan. Other measures in the 2026-2027 budget focused on developing high-tech sectors that Beijing too has highlighted as key engines of growth. Chan said Hong Kong will work on promoting AI adoption and expanding the use of electric vehicles and drones, among other areas. Another core initiative was the accelerating of the Northern Metropolis project, a cross-border technology hub that is being developed next to Shenzhen, a special economic zone in China. Other policies Chan highlighted included the fast-tracking of pension reforms and promoting the issuance of yuan-denominated bonds in the city. A tax policy review is also on the table. Proposed changes include tax incentives to support gold trading and attract more family offices and wealth-management firms, while tax incentives for private EVs will be phased out. The budget also proposed a hike in the stamp duty rate for luxury homes, which may affect major land property developers that are slowly recovering from a weak housing market in previous years. Turning to the city's public finances, Chan said Hong Kong's fiscal position had improved more quickly than expected, supported by the proceeds from bond issuances. The operating account returned to a surplus in the 2025 financial year, he said. For 2027 to 2030, the government projects that GDP will rise 3% a year on average. That compares with the average rate of 2.4% over the past 20 years, CBRE's head of research, Marcos Chan, said in a commentary.
