# 陈茂波：政府发债只会用于基建投资 有信心能够偿还债务

> 财政司司长陈茂波表示，政府发债将专用于基建投资，不会用于日常开支。预计政府债务与 GDP 比率将从 14.4% 升至 19.9%，仍属稳健水平，且有信心在经济增长和投资回报下偿还债务。他还提到，地缘政治不确定性将持续，香港应把握挑战带来的机遇。

财政司司长陈茂波表示，发债只会用於基建投资，不会用作支付日常营运开支，而政府债务与 GDP 的比率只会由 14.4% 升至五年后的约 19.9%，仍然属於非常稳健的水平，有信心在经济增长及投资回报下，政策能够偿还相关债务。

陈茂波又表示，预计地缘政治不确定性将持续一段时间，认为香港要把握挑战带来的机遇，例如在去年关税战下，大量资金流入香港，令香港成为「避风港」。
