The planning of the Northern Metropolis focuses on "industry-driven" development, accelerating the promotion of innovation and technology as well as other industrial developments through the provision of new development land, helping Hong Kong integrate into and contribute to the national development landscape, while also aiding Hong Kong in becoming an international innovation and technology center under the new industrial layout of "Southern Finance, Northern Innovation and Technology." He revealed that the authorities are leading the development of the Hong Kong Park of the He Tao Shenzhen-Hong Kong Innovation and Technology Cooperation Zone, the New Tin Technology City, and the Sha Ling Data Park in the Northern Metropolis, aiming to provide a high-quality innovation and technology land option for strategic technology enterprises, especially for domestic and overseas companies intending to settle in Hong Kong, establishing relevant industry research and development and design centers, pilot transformation bases, and/or mass production facilities, forming a thriving innovation and technology industrial chain, providing strong support for accelerating the development of new productive forces and achieving Hong Kong's new industrialization. He pointed out that the government's purpose in establishing dedicated legislation to accelerate the development of the Northern Metropolis is to facilitate and expedite the construction of government and private sector projects, as well as to promote industry entry and operations. The dedicated legislation will focus on addressing matters that need to be handled through legislative procedures, including relaxing some restrictions of existing laws and regulations, and complementing various policies (such as investment promotion and industrial policies) and administrative measures (such as expediting private project approval processes) to jointly accelerate the development of the Northern Metropolis. The dedicated legislation targets three objectives: further loosening planning and land administration procedures for the Northern Metropolis, accelerating construction projects, and supporting industrial operations; it will also clearly specify six policy areas for which subsidiary legislation can be established, including simplifying urban planning procedures, expediting compensation payments for resumed land, facilitating the adoption of innovative construction technology arrangements, simplifying the application procedures and requirements for building noise permits, facilitating and managing cross-border factor flows, and authorizing the government to establish statutory companies in designated areas. Therefore, the dedicated legislation does not include provisions related to the power supply arrangements and energy system construction for the Northern Metropolis. He continued that the government has signed a "Regulatory Framework Agreement" with the two power companies (the two electricity suppliers), which require the two companies to provide, operate, and maintain sufficient power-related facilities for Hong Kong (including the Northern Metropolis) and supply electricity to meet power demands, including those from the innovation and technology industry. In this regard, China Light and Power has planned and constructed multiple capital projects for the Northern Metropolis under the five-year development plan stipulated in the Agreement, including power supply facilities for new development areas such as the Lok Ma Chau He Tao area and the Hong Shui Qiao, to align with the overall development of the Northern Metropolis and various industries, providing stable electricity. The government is promoting high-quality development in Hong Kong by strengthening regional cooperation and increasing the use of zero-carbon energy for power generation. With the strengthening project of the clean energy transmission system expected to be completed by 2026, Hong Kong will gradually import more zero-carbon energy from the mainland. The government is also continuously planning to build power facilities to receive and process zero-carbon energy transmitted to Hong Kong from other regions, gradually reducing reliance on fossil fuel power generation, achieving the long-term goal of "net-zero power generation" set out in the "Hong Kong Climate Action Blueprint 2050."
