First, strengthen the implementation of both existing and incremental fiscal policies, boost efforts from both supply and demand sides, and accelerate the implementation progress. Second, solidly promote high-quality development, actively support the construction of a technology powerhouse, advance regional coordinated development, and support the fight against pollution. Third, actively support the handling of livelihood-related matters, assist enterprises in stabilizing and expanding jobs, promote high-quality development in education at all stages, and raise the national minimum standard for basic pensions for urban and rural residents. Encourage local governments to allocate financial resources to ensure the bottom line of the "three guarantees" at the grassroots level. Fourth, take greater efforts to prevent and resolve risks in key areas, advance the implementation of a package debt resolution plan, support the reform and transformation of financing platforms, and promote the stabilization of the real estate market.
