After the U.S. government decided to convert its subsidies for Intel into equity, the company listed this new "risk factor" in a securities filing. This equity conversion is the latest unconventional intervention by President Donald Trump in American businesses. Intel indicated that it cannot currently determine whether this transaction will lead other government agencies to attempt to convert their existing subsidies into equity investments, nor can it ascertain whether these agencies will be reluctant to provide future subsidies. The U.S. government will use $5.7 billion in unpaid subsidies under the CHIPS Act from the Biden administration, along with $3.2 billion in subsidies previously granted to Intel's Secure Enclave program (which was also issued by Trump's predecessor, Democratic President Joe Biden), to purchase Intel stock. Before the Trump administration reached this deal with Intel, CEO Lip-Bu Tan had met with Trump. Previously, Trump had called for Tan's resignation due to his ties with Chinese companies. Intel also stated that it would issue shares to the U.S. government at a price below the current market level, which will dilute the equity of existing shareholders.
