The announcement is as follows: **1\. Expand the pilot implementation scope of the talent visa policy for Hong Kong and Macao.** Starting from November 5, 2025, based on Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area, the talent visa policy for Hong Kong and Macao will be implemented in the Yangtze River Delta, Beijing-Tianjin-Hebei region, and all free trade pilot zones across the country. Outstanding talents, scientific research talents, cultural and educational talents, health talents, legal talents, and other talents working in the above regions can apply for multiple-entry talent visas to Hong Kong or Macao with a validity period of 1 to 5 years, based on relevant talent certificates issued by talent management departments or qualified employers, with each stay in Hong Kong or Macao not exceeding 30 days. **2\. Implement "national handling" measures for mainland residents applying for family visit visas to Taiwan.** Starting from November 5, 2025, mainland residents intending to visit relatives in Taiwan can submit family visit visa applications to any entry-exit management agency of a public security organ at or above the county level across the country, with application procedures consistent with their household registration location. **3\. Promote the application of intelligent customs clearance at some ports of entry and exit with Hong Kong, Macao, and Taiwan.** Starting from November 5, 2025, based on the implementation of "face recognition" intelligent customs clearance at Shenzhen Bay Port and Gongbei Port in Zhuhai, the application will be promoted at Shanghai Hongqiao Airport, Xiamen Gaoqi Airport, Wutong Wharf, Guangzhou Pazhou Passenger Port, Nansha Passenger Port, Shenzhen Huanggang, Luohu, Liantang, Futian, Wenjindu, Zhuhai Hengqin, and Hong Kong-Zhuhai-Macao Bridge. Mainland residents aged 14 and above holding valid travel permits for Hong Kong and Macao and multiple valid stay, family visit, business, talent, and other types of visas to Hong Kong and Macao, as well as Hong Kong and Macao residents holding valid permits to enter the mainland (including non-Chinese nationals) and Taiwan residents holding 5-year valid permits to enter the mainland, who agree to collect and verify facial and fingerprint information for entry-exit border inspection verification, can choose to use the intelligent fast track "face recognition" passage at the above ports. Individuals with restricted or no civil capacity must be accompanied by a legal guardian when exiting or entering through the intelligent fast track. **4\. Support the efficient cross-border flow of production factors in the Shenzhen Park of the Hong Kong-Shenzhen Innovation and Technology Cooperation Zone.** Starting from November 5, 2025, the following facilitation measures will be implemented in the Shenzhen Park of the Hong Kong-Shenzhen Innovation and Technology Cooperation Zone. For mainland talents working in research institutions, technology innovation enterprises, and other organizations in the cooperation zone, after filing with the management department of the Shenzhen Park, the entry-exit management agency of the public security organ can issue multiple-entry permits to Hong Kong valid for 3 years Macau talent visa application is exempt from submitting talent certification. Emerging and startup enterprises are allowed to handle business records for cross-border activities with Hong Kong and Macau without tax for the first year, and there will be preferential quotas for key enterprises and institutions in high-tech and high-end manufacturing sectors for cross-border records with Hong Kong and Macau. Dedicated passageways will be set up at the Huanggang and Futian ports, allowing staff from enterprises in Shenzhen's parks to enter and exit through the No. 1 passage of the Futian Free Trade Zone, providing expedited border inspection services for staff frequently entering and exiting the cooperation zone, and appointment clearance services for personnel needing urgent entry and exit due to major projects or important activities. A green channel will be opened for vehicles transporting scientific research materials in and out of the cooperation zone, optimizing customs inspection methods and improving the efficiency of customs clearance for research materials. **5\. Expand the scope of ports exempt from inspection procedures for 24-hour direct transit.** Starting from November 5, 2025, the measures for 24-hour direct transit without entry and exit border inspection procedures will be replicated and promoted at 10 international airports: Tianjin Binhai, Dalian Zhoushuizi, Nanjing Lukou, Fuzhou Changle, Qingdao Jiaodong, Wuhan Tianhe, Nanning Wuxu, Haikou Meilan, Chongqing Jiangbei, and Kunming Changshui. Passengers holding international connecting tickets within 24 hours can transit directly to a third country or region without going through border inspection procedures at any of the above airports. **6\. Increase five ports in Guangdong Province as entry ports for the 240-hour visa-free transit policy.** Starting from November 5, 2025, five ports including Guangzhou Pazhou Passenger Port, Hengqin, Hong Kong-Zhuhai-Macao Bridge, Zhongshan Port, and West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong High-Speed Railway will be added as entry ports applicable to the 240-hour visa-free transit policy, increasing the total number of entry ports applicable to the 240-hour visa-free transit policy from 60 to 65. Citizens of 55 countries eligible for the visa-free transit policy can enter China visa-free at any of the 65 open ports in 24 provinces (autonomous regions, municipalities) with valid international travel documents and confirmed dates and itineraries for transit to a third country (region), and stay in designated areas for no more than 240 hours. During the stay, activities such as tourism, business, visits, and family reunions are allowed, while activities such as work, study, and news interviews that require prior approval must obtain a visa for entry. Those who meet the mutual visa exemption agreements with China or unilateral visa exemption policies may enter according to their provisions. **7\. Expand the pilot cities for "full online processing" of entry and exit document renewal and reissuance for mainland residents.** Starting from November 20, 2025, the existing 20 pilot cities will be increased to 50. Residents aged 16 and above in the pilot cities (excluding registered national staff and active military personnel) can apply online for the renewal and reissuance of ordinary passports, travel permits for Hong Kong and Macau, and travel permits for Taiwan through the National Immigration Administration's government service platform, without having to go to the entry and exit window, providing greater convenience for Chinese citizens in handling entry and exit documents. Provide convenience for mainland residents holding family visit visas to renew the same type of visa in Hong Kong and Macau.** Starting from November 20, 2025, mainland residents holding family visit visas for visiting Hong Kong and Macau, if the allowed stay period does not meet the need for continued stay in Hong Kong and Macau, may apply for the renewal of the same type of family visit visa through China Travel Service (Hong Kong) and China Travel Service (Macau) at least 7 working days before the expiration of the stay period. **9\. Expand the scope of ports where one-time valid travel permits for Taiwan residents to the mainland can be issued.** Starting from November 20, 2025, the scope of ports where one-time valid travel permits for Taiwan residents to the mainland can be issued will increase from the current 58 to 100. Taiwan residents who do not hold valid entry and exit documents to the mainland can apply for a one-time valid travel permit upon arrival at the port from the entry and exit management authority of the public security organ, and can collect the permit for entry after approval. For foreigners who do not meet the conditions for online filling, they can fill in entry information online by scanning the QR code or using on-site smart devices at the entry and exit border inspection site upon arrival at Chinese ports, or fill out a paper entry card for foreigners. The following 7 categories of foreigners are exempt from filling out the form: holders of the People's Republic of China foreign permanent residence ID card, holders of the Mainland Travel Permit for Hong Kong and Macau Residents (non-Chinese nationality), holders of group visas or those eligible for group visa-free entry, those transiting directly for 24 hours without leaving the restricted area of the port, those entering and exiting by cruise and returning with the original cruise, those using fast-track entry, and foreign employees of entry and exit transportation vehicles.
