# After 16 years, China has once again implemented export license management for steel, the Ministry of Commerce responds

The Ministry of Commerce held a regular press conference. A reporter asked, recently, the Ministry of Commerce and the General Administration of Customs issued a notice announcing that starting from January 1, 2026, export license management will be implemented for certain steel products. This is the first time in 16 years that China will again implement export license management for steel. What considerations are behind this? How can we better guide the standardized export of steel products? Spokesperson He Yadong stated that recently, the Ministry of Commerce and the General Administration of Customs jointly issued a notice deciding to implement export license management for steel products, mainly involving 300 customs codes such as steel. The main purpose is to strengthen the monitoring, statistical analysis, and tracking of the quality of exported steel products. I want to emphasize that the relevant management follows the requirements of World Trade Organization rules and does not involve restrictions on export quantities or the qualifications of enterprises. At the same time, based on the Product Quality Law of the People's Republic of China and other laws and regulations, and after widely soliciting opinions from the industry, the notice requires that enterprises must provide proof of product quality inspection when applying for export licenses, thereby guiding enterprises to pay more attention to product quality, increase investment in research and development innovation, and promote the high-quality development of China's steel industry.
