# 兩部門發佈貫徹落實《國務院辦公廳關於在政府採購中實施本國產品標準及相關政策的通知》的意見

> 兩部門發佈意見，明確本國產品應在中國境內生產，需在關境內實現從原材料到產品的屬性改變。保税區生產的產品視為境內生產，醫療器械需有藥監部門註冊證。其他產品視具體情況判斷。

其中提出，準確界定產品在中國境內生產。《通知》明確，本國產品應當在中國境內生產，即在中華人民共和國關境內實現從原材料、組件到產品的屬性改變。從具體情形看，在國內保税區、綜合保税區等海關特殊監管區域生產的產品，屬於在中國境內生產的產品；對醫療器械產品，取得藥品監督管理部門授予的準字號醫療器械註冊證的，屬於在中國境內生產的產品；其他產品，根據實際情況判斷是否在中國境內生產。
