當地時間 26 日，**總枱記者**獲悉，烏克蘭總統澤連斯基表示，**若俄羅斯總統普京同意為期 60 天的停火，他將把整個 “和平計劃” 交由烏克蘭全民公投決定**。

澤連斯基指出，舉行公投存在政治、後勤和安全風險，60 天是完成籌備工作所需的最短時間。

此外，就美國提議對烏安全保障協議有效期為 15 年，澤連斯基認為這一期限仍顯不足。他表示：“我認為，我們需要的期限應超過 15 年。” 若特朗普能支持烏方這一立場，他將視其為 “重大成果”。

澤連斯基強調，他期望與特朗普就終止衝突的框架性基礎達成共識。同時他明確指出，倘若各方在領土問題上無法形成堅定、有力的共同立場，則最終決定權必須交予烏克蘭人民，即需通過全民公投等形式獲得民眾授權。
