# Ni Hong: City governments should fully utilize and effectively manage their autonomy in real estate regulation, adjusting and optimizing real estate policies in a timely manner

From December 22 to 23, 2025, the National Housing and Urban-Rural Development Work Conference was held in Beijing. At the meeting, Ni Hong, Secretary of the Party Leadership Group and Minister of the Ministry of Housing and Urban-Rural Development, delivered a work report. It was proposed to focus on stabilizing the real estate market. The key points are: implementing city-specific policies to control incremental growth, reduce inventory, and optimize supply. This includes revitalizing and utilizing existing land through urban renewal and the transformation of urban villages, promoting the acquisition of existing commercial housing for use as affordable housing, resettlement housing, dormitories, and talent housing. Optimize and accurately implement the supply of affordable housing, carry out housing quality improvement projects, and orderly promote the construction of "good houses."
