# The overseas contract amount assisted by the U.S. Department of Commerce surged to $244 billion due to a significant increase in Boeing orders

The International Trade Administration under the U.S. Department of Commerce stated on Friday that with the assistance of the Department of Commerce, U.S. companies are expected to sign procurement contracts worth a total of $244 billion with foreign governments in 2025, nearly three times the amount in 2024, driven primarily by a significant increase in Boeing's aircraft orders.

The International Trade Administration noted that these 121 contracts include approximately $206 billion in U.S. exports, which is expected to create about 844,000 jobs in the U.S. The achievement of these contracts is also attributed to spending commitments made by foreign governments in trade agreements negotiated by the Trump administration recently.

2024 is the last year of the Biden administration, during which the contract signing amount recorded by the U.S. International Trade Administration was $87 billion, a significant rebound from the low of $17 billion during the COVID-19 pandemic in 2021.

The surge in contract amounts for 2025 is closely related to the explosive growth in Boeing's net aircraft orders—its net orders jumped from 377 in 2024 to 1,075 in 2025. In 2025, Boeing's order volume returned to the sixth highest level in the company's history, surpassing its main competitor Airbus in net orders for the first time in seven years.

According to estimates released by the Trump administration, Boeing aircraft and General Electric Aviation Group's aircraft engine sales account for as much as $215 billion of the total contract amount facilitated by the U.S. International Trade Administration in 2025, with exports reaching $187 billion. This includes a record order with Qatar Airways: Qatar Airways ordered up to 210 Boeing 787 and 777X wide-body aircraft, with a total order value of $96 billion, including engines.

In May 2025, during Trump's visit to Doha, Boeing CEO Kelly Ortberg signed this order with President Trump and Qatar's Emir Tamim bin Hamad Al Thani. Trump boasted that he was "the best salesman in Boeing's history."

This batch of aircraft orders also includes a $50 billion contract signed with Korean Air. This contract is seen as part of the trade and investment agreement between the U.S. and this Asian export powerhouse, which not only reduces tariff rates but also covers a total of $350 billion in investments in other areas.

It is important to note that the estimated value of announced aircraft orders is usually based on list prices, but the final selling price of aircraft can fluctuate significantly due to various factors, such as customer size, customer loyalty, delivery time, long-term maintenance agreements, order quantities, and clauses related to rising raw material costs.

Most of the payments for aircraft manufacturers are collected upon delivery of the aircraft, so Boeing will not receive most of the funds from these orders until several years after Trump's term ends in 2029.

A spokesperson for the U.S. International Trade Administration stated that the total contract amount reported by the Department of Commerce only includes signed contracts. Therefore, multiple preliminary procurement intentions reached between Boeing and countries like Malaysia and Bangladesh during trade negotiations last year may be included in the 2026 statistics if the contracts are successfully finalized later U.S. Secretary of Commerce Howard Lutnick stated in a statement: "We are highly focused on driving investment for American businesses and workers, promoting the development of manufacturing, and creating new opportunities. The achievements of 2025 are indeed historically significant, but this is just the beginning. We will continue to usher in a new era of prosperity for American manufacturing."

The Assistance Center under the International Trade Administration provides businesses with consulting related to bidding for foreign government procurement contracts and often facilitates meetings between foreign decision-makers and senior U.S. officials to promote American companies while integrating and mobilizing resources from various U.S. government departments.

The International Trade Administration revealed that in September 2025, under the initiative of the U.S. government, Trump spoke with Kazakhstan President Kassym-Jomart Tokayev, after which American locomotive manufacturer Westinghouse Air Brake Technologies Corporation successfully signed a $4.2 billion contract with Kazakhstan to supply 300 sets of heavy-duty locomotive components.

This order is the largest overseas order in the history of Westinghouse Air Brake Technologies Corporation and is also one of the $8.3 billion orders won by American companies in the global infrastructure and supply chain project sector in 2025.

The agency also stated that the total contract amount of $244 billion in 2025 includes $10 billion in defense contracts, $7 billion in energy contracts, and $3.4 billion in technology contracts, with the technology sector covering multiple areas such as artificial intelligence, cybersecurity, fintech, and healthcare
