# The first phase of the smart green collective transportation system in Hongshuiqiao/Xiacun New Development Zone will be tendered in the second half of the year, aiming to be operational by 2031 or earlier

The Transport and Logistics Bureau and the Civil Engineering and Development Department are accelerating the first phase of the Smart Green Collective Transport System project for the Hung Shui Kiu/Xa Village New Development Area. The Civil Engineering and Development Department will hold briefing sessions on the 24th of this month in Hong Kong and on March 25th in Shenzhen to introduce the project and tender details, hoping to assist the industry in understanding the project's plans, procurement, financial arrangements, and key tender terms.

The Smart Green Collective Transport System for the Hung Shui Kiu/Xa Village New Development Area is approximately 16 kilometers long, mostly consisting of dedicated roads, connecting Hung Shui Kiu/Xa Village and the Yuen Long South New Development Area. The system will adopt an environmentally friendly pavement model, eliminating the need for physical tracks. To meet the transportation and logistics needs of the different phases of development in Hung Shui Kiu/Xa Village and Yuen Long South New Development Area, the government will implement the system in phases.

The first phase of the system is approximately 4.5 kilometers long and plans to set up 7 ground stations to align with the second phase of development in the Hung Shui Kiu/Xa Village New Development Area. The first phase route will connect the Ni Wai area to the logistics, business, and technology zones within the Hung Shui Kiu/Xa Village New Development Area, passing through the city center and residential areas of the new development area, and linking to the MTR Tuen Ma Line Hung Shui Kiu Station, the Light Rail Ni Wai Station, and the planned Hong Kong-Shenzhen Western Railway (Hung Shui Kiu to Qianhai). The first phase of the system is expected to go to tender in the second half of 2026, with the goal of being operational by 2031 or earlier
