The Consumer Council on Monday warned against exaggerated claims of effectiveness, after continuously receiving complaints about scalp inflammation, artificial hair detachment and unsatisfactory results. Complaints related to hair transplant, hair growth, and hair and scalp care services reached 33, 19 and 13, respectively, between 2023 and 2025. In one case, a man paid HK$88,000 to a parlour for Regenera Activa, a procedure that uses regenerative cells and growth factors from healthy scalp tissue to treat hair loss. The complainant, who initially hesitated because of the high cost, was attracted by a promotion claiming “visible effect after one session” and decided to purchase the service. But he experienced persistent bleeding from scalp wounds after the injection and had to seek medical attention. Following two additional treatments, he found that his hair density remained nearly the same. He received only a verbal apology from the staff, while the company refused to issue a refund, citing contractual terms that made all treatments non‑refundable and a clause stating that it did not “guarantee the treatment’s effectiveness, as results depended on various factors”. The council advised the complainant to seek legal advice or apply to the Consumer Legal Action Fund. The case has been referred to the Department of Health for follow-up. The council urged such businesses to consider offering refund arrangements if they were confident in the effectiveness of their treatments and to clearly inform customers that results might vary from person to person, enabling them to make well-informed decisions. It also recommended providing proper follow-up services, including consultations for treatment-related wounds and other health concerns. The council reminded consumers to understand their own needs, treatment arrangements, the expected duration of results and potential risks. It also advised seeking medical advice before undergoing hair transplants or related procedures that typically involve injections. ## 相關資訊與研究 - [15:17 ETAnswersMD Welcomes Laura Gore, BSN, RN, as Nurse Manager](https://longbridge.com/zh-HK/news/279479785.md) - [08:16 ETNCC Celebrates Certified Nurses Everywhere!
