# 消息：2025/26 年度政府帳目扭虧提早達標 債務比例仍屬非常穩健

> 政府消息人士透露，2025/26 年度政府經營及綜合帳目將提前恢復盈餘，得益於股市繁榮和印花税、利得税收入超預期。政府部門開支減少，盈餘增加 100 億至 200 億元。未來幾年，香港每年發債規模將增至 1,600 億至 2,200 億元，政府債務佔 GDP 仍低於 20%，保持穩健水平。

政府消息人士表示，2025/26 年度政府經營帳目及綜合帳目均恢復盈餘，提早達標。由於股市暢旺，去年日均成交額 2,500 億元，帶動印花税收入增至 995 億元；利得税收入約 2,100 億元，兩者均勝預期。同時，政府部門「應使則使」，經常開支減少，亦令盈餘多 100 億至 200 億元。

消息人士提到，未來數年本港每年發債規模增至 1,600 億至 2,200 億元，政府債務佔本地生產總值 (GDP) 仍低於 20%，屬非常穩健水平，遠低於先進經濟體的 1 至 2 倍，參考日本為 2.9 倍。
