The application follows a land swap announced in June 2025 between the government and the Regent, involving the exchange of State land Plot A for ROJ-owned Plot C. URA said it has reviewed the application with relevant agencies and is proposing to rezone Plot A from “Special Use” and Plot B from “Open Space” to “Residential”. Part of the rezoned land will be designated as a Good Class Bungalow Area. Post-swap, the Regent holds Plots A and B, which he has applied to develop into low-rise, low-density housing. The proposal includes Good Class Bungalows with a gross plot ratio of 1.4. The swap was carried out to site planned developments further away from the Singapore Botanic Gardens UNESCO World Heritage Site. The agency added that the proposed development complies with existing height controls intended to safeguard the visual setting of the Singapore Botanic Gardens. “The developer will be required to undertake environmental studies prior to commencement of works to mitigate any potential impact on the environment,” URA said. Plot C, which has reverted to the government under the land swap, will remain undeveloped for now.
