According to media reports citing informed sources, the relevant executive orders may target delays in grid connections and provide federal land support for data center construction. These measures reflect the significant pressure that the large power demands for AI data processing are placing on utilities and grids in multiple states across the U.S.
The White House plans to unveil the AI action plan on July 23 and has scheduled public events to draw attention to these efforts.
The development of AI has become a priority for the Trump administration. In January of this year, Trump met with top tech CEOs at the White House to promote the Stargate project, led by the creators of ChatGPT, OpenAI, SoftBank, and Oracle, which plans to invest billions of dollars in building data centers and create over 100,000 jobs in the U.S.
<h2>Surge in Power Demand Becomes Bottleneck for AI Development</h2>
Training AI models requires a massive amount of electricity, driving a significant increase in power demand in the U.S. for the first time in decades. According to data from power industry consulting firm Grid Strategies, the growth rate of electricity demand in the U.S. from 2024 to 2029 is expected to reach five times the forecast made in 2022.
A recent report from consulting firm Deloitte indicates that by 2035, the power demand of AI data centers could increase by more than 30 times. However, new power generation projects face significant obstacles in connecting to the grid, as such projects require extensive impact assessments that may take years to complete, while existing transmission infrastructure is already overwhelmed.
According to two sources, the proposals being considered by the government include identifying more robust power generation projects and elevating their priority on the connection waiting list.
<h2>Federal Land Supports Data Center Construction</h2>
Site selection for data centers also faces challenges, as large facilities require substantial space and resources and may encounter zoning barriers or public opposition. Sources indicate that the executive order may address this issue by providing land managed by the Department of Defense or the Department of the Interior to project developers.
One source revealed that the government is also considering simplifying the data center permitting process by creating a national Clean Water Act permit, rather than requiring companies to apply for permits state by state.
These measures aim to provide the necessary infrastructure support for the expansion of AI technology, directly addressing the current land and permitting bottlenecks that are hindering industry development.
