Analysts interpret the US AI action plan: Accelerated infrastructure, deepened cognition benefits chip giants like NVIDIA

According to industry analysts, the latest "Artificial Intelligence (AI) Action Plan" issued by the Trump administration will effectively promote the construction of AI infrastructure and indicate that authorities have formed a strategic-level understanding of the semiconductor supply chain system. This policy trend is expected to bring substantial benefits to chip giants such as NVIDIA (NVDA.US), Intel (INTC.US), and AMD (AMD.US). "We believe that this AI Action Plan, combined with the repeated adjustments of semiconductor tariff policies in the US-China trade war, indicates that the government is deepening its understanding of the semiconductor supply chain landscape and the positioning of American industries," stated the Tech Contrarians analysis team, Tech Stock Pros. "The White House aims to simplify administrative barriers, which constitutes significant policy benefits for companies like NVIDIA and Intel." However, the team also cautioned that the plan "may struggle to translate into specific action plans in the short term." The plan is also favorable for technology companies in the open-source AI field. Seeking Alpha analyst Uttam Dey stated, "If the business goals of leading open-source companies like Meta (META.US) and IBM (IBM.US) can resonate with regulatory guidance, they will gain long-term development momentum." The terms regarding infrastructure in the plan are expected to leverage more AI capital expenditure. "This means that domestic investment will be boosted, and companies actively laying out domestic AI projects are likely to avoid business review risks," Dey added. Joe Albano, head of investment research at Tech Cache, stated that the plan provides a clear framework for US participation in the AI revolution for the first time, giving the technology industry directional guidance. "After more than three years of AI being a strategic focus, the federal government has finally provided a clear roadmap, allowing relevant companies to clearly grasp the direction of business expansion (such as multinational cooperation and ally collaboration) and resource allocation priorities," Albano said. "Many AI industry experts I have interacted with feel a sense of relief; they now not only have a clear direction but also believe that the detailed policy design in the plan will help consolidate the US's leadership in AI." UBS analysts pointed out that the plan proposes the formulation of a "full-stack AI export plan" to prevent certain countries from "turning to competitors," which is also a positive signal for chip manufacturers. An analysis team led by Timothy Arcuri wrote in their research report: "This is particularly positive for computing/GPU suppliers, as industry-leading CEOs seem to have successfully persuaded the government to relax restrictions on computing power exports to China."
