Announcement No. 27 of 2025 by the Ministry of Commerce: Initiation of Anti-Dumping Investigation on Imported Relevant Analog Chips Originating from the United States
The Ministry of Commerce of the People's Republic of China (hereinafter referred to as the Ministry of Commerce) received an anti-dumping investigation application on July 23, 2025, from the Jiangsu Provincial Semiconductor Industry Association (hereinafter referred to as the applicant), representing the domestic relevant analog chip industry. The applicant requested an anti-dumping investigation on imported relevant analog chips originating from the United States. The Ministry of Commerce conducted a review based on the relevant provisions of the Anti-Dumping Regulations of the People's Republic of China regarding the applicant's qualifications, the situation of the products under investigation, the situation of similar products in China, the impact of the products under investigation on the domestic industry, and the situation of the countries under investigation.
According to the evidence provided by the applicant and the preliminary review by the Ministry of Commerce, the total production of the applicant's relevant analog chips meets the qualifications stipulated in the Anti-Dumping Regulations of the People's Republic of China. Additionally, the application included the required content and relevant evidence for the initiation of the anti-dumping investigation as stipulated in Articles 14 and 15 of the Anti-Dumping Regulations of the People's Republic of China.
Based on the above review results, and in accordance with Article 16 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce decided to initiate an anti-dumping investigation on imported relevant analog chips originating from the United States starting from September 13, 2025. The relevant matters are hereby announced as follows:

From the date of publication of this announcement, the Ministry of Commerce will conduct an anti-dumping investigation on imported relevant analog chips originating from the United States. The dumping investigation period determined for this investigation is from January 1, 2024, to December 31, 2024, and the industry damage investigation period is from January 1, 2022, to December 31, 2024.

Scope of Investigation: Imported relevant analog chips originating from the United States.
Name of the investigated product: Relevant analog chips.
English Name: Certain Analog IC Chip.
Product Description and Main Uses: Relevant analog chips that use 40nm and above process technology, including Commodity Interface IC Chips and Gate Driver IC Chips.
Among them:
Commodity Interface Chips are integrated circuit chips designed to provide a variety of interface types for connecting various devices, systems, or components to achieve efficient data transmission and signal conversion. The investigated Commodity Interface Chips include:

Controller Area Network (CAN) interface transceiver chips that comply with ISO11898 standards, used for sending and receiving signals between systems in automobiles and other industrial products;

<li>
RS485 transceiver chip that complies with TIA/EIA-485 standards, used for signal transmission and reception between various devices in industrial systems;
</li>
<li>
Bidirectional two-wire synchronous serial bus (I2C) interface chip made based on low-speed serial bus using serial data lines and serial clock lines, used for switching and extending signal buffering relay channels between various boards or chips in devices;

<li>
Digital isolator chip that complies with the International Electrotechnical Commission IEC 60747-5-2 standard, used for insulated communication between high and low voltage systems in automotive and other industrial products, or to enhance communication anti-interference performance;

Other general-purpose interface chips that are compatible with the above types.

Gate driver chips are integrated circuit chips used to enhance the gate control signal output of controllers, controlling the conduction and cutoff of power semiconductor devices. Gate driver chips provide the necessary voltage and current levels to effectively turn these semiconductor switches on and off, thereby achieving power conversion and control. The investigated gate driver chips include:

Low-Side Gate Driver IC Chip;

Half-Bridge/Multi-Channel Gate Driver IC Chip;

The investigated gate driver chips have the following functions: 1. Converting the low-voltage signals from the controller into higher voltage or larger current drive signals to achieve stable conduction and cutoff of power devices; 2. Providing transient pull and sink currents to improve the switching speed of power devices and reduce switching losses.
The investigated general-purpose interface chips and gate driver chips include finished chips as well as wafers and die that can be used to produce chips with the same functions, as well as products with the same functions developed in the future.
This product falls under the &#34;Import and Export Tariff of the People's Republic of China&#34;: 85423990. Other products under this tariff item are not included in this investigation.
III. Registration to Participate in the Investigation
Interested parties should register to participate in this anti-dumping investigation with the Ministry of Commerce's Trade Relief Investigation Bureau within 20 days from the date of this announcement. Interested parties participating in the investigation should provide basic identity information, the quantity and amount of the investigated products exported to or imported from China, the quantity and amount of similar products produced and sold, and related materials according to the &#34;Reference Format for Registration to Participate in the Investigation.&#34; The &#34;Reference Format for Registration to Participate in the Investigation&#34; can be downloaded from the Trade Relief Investigation Bureau sub-site of the Ministry of Commerce website.

V. Comments on the Case Filing
Interested parties may submit written opinions regarding the scope of products under investigation, the qualifications of the applicants, the investigated countries, and other related issues within 20 days from the date of this announcement to the Ministry of Commerce's Trade Remedy Investigation Bureau.
VI. Investigation Methods
According to Article 20 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce may use questionnaires, sampling, hearings, on-site verifications, and other methods to gather information from relevant interested parties and conduct investigations.
To obtain the information needed for this case investigation, the Ministry of Commerce usually issues a questionnaire to interested parties within 10 working days from the deadline for registration to participate in the investigation as specified in this announcement. Interested parties can download the questionnaire from the Ministry of Commerce's Trade Remedy Investigation Bureau sub-website.
The &#34;Questionnaire for Foreign Exporters or Producers in the Relevant Anti-Dumping Case of Simulation Chips&#34; inquires about information including the company's structure and operations, the investigated products, export sales to China, domestic sales, operational and financial information, production costs and related expenses, estimated dumping margins, and verification forms. The &#34;Questionnaire for Domestic Producers in the Relevant Anti-Dumping Case of Simulation Chips&#34; inquires about information including basic company information, domestic similar products, operational and related information, financial and related information, and other issues that need clarification. Interested parties must submit complete and accurate responses within the specified time. The responses should include all information required by the questionnaire.
VII. Submission and Processing of Information
Interested parties submitting comments, responses, etc., during the investigation process should submit an electronic version through the &#34;Trade Remedy Investigation Information Platform&#34; (https://etrb.mofcom.gov.cn) and simultaneously submit a written version as required by the Ministry of Commerce. The content of the electronic version and the written version should be the same, and the format should remain consistent.
If the information submitted by interested parties to the Ministry of Commerce needs to be kept confidential, they may request confidentiality treatment for the relevant information and provide reasons. If the Ministry of Commerce agrees to the request, the interested party applying for confidentiality must also provide a non-confidential summary of the confidential information. The non-confidential summary should contain sufficient meaningful information to allow other interested parties to have a reasonable understanding of the confidential information. If a non-confidential summary cannot be provided, reasons must be given. If the information submitted by the interested party does not indicate a need for confidentiality, the Ministry of Commerce will consider the information as public information.
VIII. Consequences of Non-Cooperation
According to Article 21 of the Anti-Dumping Regulations of the People's Republic of China, when the Ministry of Commerce conducts an investigation, interested parties shall truthfully reflect the situation and provide relevant materials. If interested parties do not truthfully reflect the situation, provide relevant materials, fail to provide necessary information within a reasonable time, or seriously obstruct the investigation in other ways, the Ministry of Commerce may make a ruling based on the facts obtained and the best available information.
