
Promote the export of 50,000 used cars annually, Shanghai has recently introduced 13 measures
Striving to cultivate 3-5 leading enterprises in second-hand car exports by 2027, with the city's second-hand car export scale reaching 50,000 units per year. Shanghai has recently formulated the "Shanghai Action Plan to Promote Second-Hand Car Exports," setting the above-mentioned latest goals. The second-hand car export scale has significantly increased compared to last year's target—last July, the "Shanghai Action Plan to Accelerate Automobile Renewal Consumption" proposed that by 2027, the average age of second-hand car transactions in Shanghai would be reduced by one year. The second-hand car export volume is expected to reach 15,000 units, doubling from 2023. To achieve these goals, the "Action Plan" proposes 13 measures covering the construction of a comprehensive service platform for second-hand car exports, supporting the expansion of second-hand car export scale, enhancing export facilitation, and improving service guarantees. These include supporting the establishment of a comprehensive service platform for international trade in second-hand cars in the Pudong New Area, achieving a full ecological chain function that integrates public services, display transactions, inspection and maintenance, logistics transportation, export customs clearance, industry research, financial services, and overseas services. Supporting the platform to collaborate with overseas warehouse leasing and operation units to create an overseas export display service base. Supporting the renovation and upgrading of related facilities such as trading markets and display sales venues. Supporting professional service agencies to cooperate with the platform to provide specialized services such as motor vehicle registration, vehicle transactions, and warehousing. Encouraging the platform to collaborate with Shanghai enterprises to provide comprehensive service platform cooperation, offering country-specific policy information inquiries, legal services, etc. Supporting professional institutions and enterprises on the platform to participate in the formulation of overseas market rules and conduct technical exchanges
