The General Office of the People's Government of Hubei Province issued "Several Measures for Accelerating the Coordinated Development of Computing Power Network Storage and Utilization in Hubei Province," which mentions that, in accordance with national computing power layout requirements and considering the supply and demand situation of computing power in Hubei Province, a scientific layout of the three major computing power circles of "Wuyi Xiang·Ten" will be established to build an advanced computing power cluster in Central China, creating a national relay station for "East Data West Computing" and a national computing power network hub node. Wuhan is encouraged to build an advanced computing power center with national influence, Yichang to create a "Capital of Computing Power," and Xiangyang and Shiyan to develop regional computing power highlands. Cities such as Huangshi, Jingmen, Ezhou, and Xiaogan are encouraged to expand computing power application scenarios and guide computing power to empower the development of emerging industries. Relying on the Wuhan National Aerospace Industry Base, the integration of aerospace information technology and computing power infrastructure will be explored, with a forward-looking layout of space-based computing power networks and space computing power centers to provide space edge computing services. By 2027, a multi-level computing power infrastructure system with a scientific layout, complete functions, interconnectivity, and nationwide radiation will be formed in the province. By 2027, the total scale of computing power in the province will reach 25 EFLOPS, with newly built computing facilities for intelligent computing and supercomputing accounting for no less than 90%. A provincial computing power interconnection platform system will be established to achieve cross-domain scheduling of computing power interconnectivity, with a super short delay of 5 milliseconds between computing power internets of various cities and states, deeply integrating into the national "East Data West Computing" project and the national integrated computing power network. The quality and efficiency of computing power in the province will be further enhanced, with efficient matching of supply and demand for computing power, basically forming a coordinated development pattern of computing power network storage and utilization that is reasonable in layout, interconnected, mutually promoting construction and use, and green and low-carbon
